Job Summary:

Provide directions and planning of campus efforts to ensure regulatory compliance, minimize environmental risk and protect human health and the environment. This position establishes compliance systems on and off campus for all existing federal, state and local environmental regulations in academic, healthcare, research and support settings.

Scope: Institution-wide, all campuses, all areas.

Essential Job Functions:

  • Plans, develops, directs and evaluates the Environmental Protection Management (EPM) team in the development, implementation, monitoring and continuous improvement of environmental protection and pollution prevention programs, ensuring compliance with federal, state, and local regulatory requirements and provides leadership direction to management.

  • Provides application, maintenance and monitoring of environmental permits necessary to operate the Institution, including waste, wastewater and storm water, air and operational permits.

  • Manages hazardous waste operations for the university, including chemical and radioactive wastes.

  • Performs necessary duties to manage spills involving hazardous materials and environmental hazards.

  • Detailed experience with compliance programs for Title V Operating Permit operations; Municipal Solid Waste (MSW) Type V Permit operations and medical waste program regulatory oversight; Small Municipal Separate Storm Sewer System (MS4) Storm Water Management and Spill Prevention, Control, and Countermeasure (SPCC) Plan development; and working knowledge of Aboveground and Underground Storage Tank programs.

  • Consults with Pharmacy and Nursing Services to develop and implement a pharmaceutical waste disposal program for UTMB campus and off-site clinics.Program includes hospital policy for the disposal of pharmaceuticals plus mandatory online training for all healthcare staff.

  • Participates as a key resource to operational leaders, facilitates collaboration across business units and builds consistency in environmental safety practices and procedures.

  • Supports institutional committees including the Environment of Care Committee, Hazardous Materials & Waste Subcommittee as well as UT System Environmental Advisory Group.

  • Promotes and protects UTMB values including diversity, teamwork, fair work environment, and respect of others; maintain a “team” spirit; works and cooperate with other disciplines (across University lines) to ensure maximum and best use of resources.

  • Provides emergency response support as appropriate to environmental and chemical events and may support other disciplines within EHS during emergencies.

  • Manages assigned program budget.

Marginal or Periodic Functions:

  • Adheres to internal controls and reporting structure.

  • Performs related duties as required.

Knowledge/Skills/Abilities:

  • Detailed and in-depth experience with EHS site audits, inspections and routine surveys including the developing and drafting of audit documentation, tracking corrective actions, and monitoring results through completion of audit activities.

  • Create policies and procedures that maintain compliance with all environmental regulations and conduct environmental improvement projects with the scope of the University business.

  • Ability to educate employees on the regulatory standards applicable to the facility. Instruct all employees on internal EHS policy and procedures. Ensure required safety and environmental training has been identified and completed for new and existing employees.

  • Demonstrated ability to lead a team of professional and technical staff to achieve organizational and program goals.

Salary: Starting salary will likely range from $134,000 to $156,000, depending on qualifications

Minimum Qualifications:

  • Bachelor’s degree in a natural or applied science related field.

  • Five years related experience with a minimum of three years of management or supervisory responsibility.

  • 24 or 40 hour HAZWOPER certification

Preferred Qualifications:

  • Master’s Degree in a natural or applied science or related field.

  • Certified in one or more of the following: Certified Hazardous Materials Manager (CHMM), Certified Healthcare Facilities Manager (CHFM), Certified Safety Professional (CSP), Registered Environmental Manager (REM)
