Summary The Facility Operations Specialist coordinates preventative and corrective maintenance across multiple facilities, including HVAC, electrical, plumbing, and structural systems. Responsibilities ZA-II Facility Operations Specialist In this position, you will: Coordinating routine maintenance tasks for HVAC, electrical, plumbing, and structural systems under moderate supervision. Monitoring the condition of facility assets and administering routine maintenance within established budget constraints. Prioritizing maintenance requests and managing work orders to ensure timely and effective completion of maintenance tasks. Ensuring compliance with safety regulations and building codes during maintenance activities. Maintaining accurate records of maintenance activities and asset conditions to support reporting and planning. Assisting in the drafting of statements of work for maintenance contracts and participating in the evaluation of contractor performance. Coordinating with building occupants and organizational units to schedule and execute maintenance activities. Provide feedback and documentation on contractor performance to senior staff. ZA-III Facility Operations Specialist In this position, you will: Coordinate preventative and corrective maintenance tasks across facilities, including HVAC, electrical, plumbing, and structural systems. Organize and monitor repair work in progress using a computerized maintenance management system. Manage the replacement of facility assets within budget constraints. Analyze maintenance requests and repair data to optimize resource allocation. Predict future infrastructure needs by reviewing data and usage trends. Ensure compliance with safety and regulatory standards such as OSHA regulations and building codes. Consult with building occupants and coordinate with organizational units to manage maintenance activities. Develop statements of work for maintenance contracts and evaluate vendors for contract selection. Requirements Conditions of Employment Qualifications ZA-II Facility Operations Specialist: Applicants must have one year of specialized experience equivalent to at least the GS-7 level (ZA-I at NIST) in the federal service. Specialized experience is defined as experience: Utilizing fundamental knowledge to perform maintenance tasks on building systems, including HVAC, electrical, plumbing, and structural components. Entering data to review records of facility maintenance activities and asset conditions. Assisting in the development of statements of work for maintenance contracts by compiling information such as service specifications and project requirements. OR Master's or equivalent graduate degree in a major study field such as engineering, industrial arts, property management, or business administration. OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR A combination of specialized experience (as described above) and graduate education (as described above) that is beyond the first year of progressive graduate study to meet the qualification requirements. ZA-III Facility Operations Specialist: Applicants must have one year of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST) in the federal service. Specialized experience is defined as experience: Coordinating the maintenance of facility systems such as HVAC, electrical, plumbing, and structural components, ensuring compliance with safety and regulatory standards. Maintaining records of facility maintenance activities and asset conditions by inputting data and ensuring documentation accuracy for routine reporting. Developing statements of work for maintenance contracts, conducting vendor evaluations, and inspecting contractor performance to ensure work meets contract requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
