    POSITION DESCRIPTION:

    Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work.

    Perform engineering analysis required to determine the best application of materials to a given need. Specify performance requirements and/or material properties as required. Specify testing and inspection requirements necessary to verify performance or material properties.

    Develop and implement in-house research. Facilitate the implementation of research findings. Perform evaluations of new products, equipment and practices. Perform testing that requires advanced skill or specialized training/qualification. Monitor test parameters during testing to assess validity of the data. Perform advanced analytical analysis of results. Perform critical analysis of results to determine if retesting or resampling is required. Interpret results and provide findings to customers immediately as required. Develop and implement in-house research. Facilitate the implementation of research findings. Perform evaluations of new products, equipment and practices.

    Perform field and/or laboratory testing in accordance with the applicable Florida Sampling and Testing Methods (FSTM), American Association of State Highway and Transportation Officials (AASHTO) or American Society for Testing and Materials (ASTM) test method. Report results precisely in the appropriate database. Keep all testing equipment calibrated and in good working order. Obtain and maintain all qualifications necessary to perform the test in compliance with Department of Transportation (DOT) procedures. Analyze materials data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of errors, failures or negative trends.

    Provide materials related technical support to customers as requested. Provide support in time to meet the customer's needs. Review Quality Control plans, Construction plans, specifications, procedures and any other documents necessary to execute the Department's mission. Provide clear comments as requested in time to be useful to the customer. Offer solutions when objecting to the approach that is proposed.

    Inspect laboratories for compliance with Department contract and procedural documents. Review records, procedures, equipment and personnel as necessary to assess compliance with contract and procedural requirements. Provide feedback and technical assistance to laboratory personnel as appropriate. Document and report findings. Perform follow-up inspections as necessary. Evaluate project/process to determine current performance status. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable, and repeatable.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of the concepts, terminology, principles and analytical techniques of asphalt binders. Knowledge of engineering design, construction, production, and/or operations. Skill to operate a personal computer for word processing, spreadsheet, and database applications. Ability to analyze and interpret engineering data. Ability to solve problems relating to engineering. Ability to perform engineering inspections. Ability to apply engineering quantitative techniques. Ability to plan, organize and coordinate work assignments. Ability to communicate engineering information effectively. Ability to establish and maintain effective working relationships with others. Ability to lift up to 50 lbs. Ability to supervise employees.

    OTHER JOB RELATED REQUIREMENTS:

    Travel as required by section activities. This position will be required to respond before, during and following emergency situations.

    NOTE: The incumbent of this position is required to handle hazardous materials possessing the characteristics of ignitability, corrosivity, and toxicity as defined in the Code of Federal Regulations 40, Part 261. The incumbent must be trained in the handling of the aforementioned hazardous materials prior to commencing work or he/she must work only under the direct control of a supervisor who is trained in the handling of such materials.
