    Job Summary: OCO’s Human Resources team is seeking an energetic, experienced candidate to oversee a variety of critical areas of Human Resources in our nonprofit human services agency. Key functional areas include recruitment, employee relations, compliance, supervisor/employee consultation, HRIS system management, and process development.

    Duties and Responsibilities:

General:

  • Collaborates with leadership team to establish strategic approaches for Human Resources functions.

  • Provides full supervision and monitors performance of assigned staff; manages ever changing needs and ensures workload is coordinated with staff and staff are trained to assume responsibilities

  • Develops and ensures sound policies and procedures are in place and adhered to oversight areas. Makes recommendations for HR and Agency-wide changes and/or new endeavors and assists in maintaining a departmental procedure manual.

  • Participates in and/or facilitates a variety of meetings/work groups internally and externally as a representative of HR/OCO.

Recruiting, Employee Relations, and Retention:

  • Oversees recruiting endeavors including social media, creating and/or monitoring opportunities, campaigns, live recruitment events, relationships with community partners and vendors.

  • Ensures compliance and documentation of wide variety of background check requirements specific to regulations, funder requirements and Agency policies.

  • Reviews and approves requests for hire and changes in status and ensures compliance with policy, documentation, qualifications, procedures, and salary/benefits.

  • Provides guidance to programs with interviewing and selection of candidates as requested.

  • Oversees employee relations, recognition, and retention endeavors.

  • Manages employee satisfaction survey, data analysis, reporting and contributes to goal and outcomes planning.

  • Prepares and facilitates trainings and work group(s) relating to recruiting, employee relations and retention endeavors for employees and supervisors.

Consultations and Investigations:

  • Assesses situations relating to employee conduct, performance, and development. Provides consultation to supervisors and staff with interpretation and application of relevant policies, procedures, and labor laws; ensures equitable interpretation and treatment in similar circumstances across the Agency. Sits in as HR representative at the employee or supervisor request.

  • Develops and/or reviews disciplinary warnings; ensures reported incident precipitating warning is accurate, and expectations are clear; ensures similar situations are handled consistently and ensures consistency to minimize unemployment, legal, and human rights risks.

  • Manages invesigation and termination process including assisting supervisors/directors in developing recommendations and seeking approval; prepares suspension and termination notices ensuring accurate wording to prevent wrongful discharges and financial or legal risk to the Agency; sits in on the delivery of terminations.

  • Assists with training relating to the corrective disciplinary and investigation process.

QA, Risk Management, and Compliance:

  • Coordinates safety assessment when a background event is identified related to active employees and candidates for employment.

  • Monitors changes in regulations/procedures/information regarding required background checks, updates procedures and communicates changes to appropriate parties.

  • Oversees onboarding processes and develops tools to ensure efficiency and compliance.

  • Performs regular audits of electronic employee records to ensure correct status and pay information and integrity of shared data between HR and Payroll; assists with auditing pre-and post-uploads of mass salary and/or job changes.

  • Oversees electronic and paper filing system of employee records; ensures accurate and timely recordkeeping and organization of information for audits.

  • Independently files EEO-1 Report; ensures accuracy and timeliness of report; supports programs in EEO-I and MBWE reporting.

HRIS System Administrator:

  • Oversees role development and administration of business rules for data in the Core platform. System specialist for Recruiting and Onboarding functions.

  • Ensures integrity, timeliness, accuracy, and consistency of data; builds queries and runs routine QA audits for missing/inaccurate data.

  • Oversees mass changes and ensures accurate documentation for employees and available for auditing.

  • Develops complex queries and reports to extract useful, accurate data and build functional reports for internal and external use including assisting directors, fiscal managers, and supervisors with extracting data and responding to surveys and inquiries.

  • Develops and maintains procedures for entering, maintaining, and changing data in the Core platform; ensures procedures are followed.

    Job Requirements and Qualifications:

  • Excellent oral and written communication skills, professionalism and the ability to gain the cooperation of others with diplomacy

  • Strategic thinking, problem solving abilities, and a passion for driving positive change.

  • Familiarity with administrative procedures, relevant policies, labor laws and regulations.

  • Must be a calm and effective leader and effectively plan and direct the work of others.

  • Must possess critical thinking skills and be able to assess situations and make recommendations while ensuring consistency with similar situations.

  • Must work effectively with Agency staff, develop effective relationships internally and with community partners, and maintain a high level of confidentiality.

  • Must be skilled in the in the Microsoft Office Suite and database programs and produce work and reports in an appealing, useful manner.

  • Must have good organizational skills, be able to exercise independent judgment, problem solve and meet responsibilities efficiently.

  • Must work well in a busy, multi-task environment and adapt to constant changes; must be able to positively foster change.

Full Time – 37.5 hours per week with flexibility required

Exempt - Level 6
