National Park Service Cultural Resources Program Manager (Interdisciplinary) in Fruita, Colorado

Summary This position is located at Colorado National Monument, this position will perform work in the Resource Stewardship and Science Division. Responsibilities Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Major Duties include but are not limited to: Functions as a Cultural and Environmental Specialist who manages all aspects of compliance processes and cultural documentation for the Monument. Provides guidance and technical assistance as necessary to help achieve timely compliance with section 106 and 110 of the National Historic Preservation Act and its implementing regulations, 36 CFR Part 800, as well as NPS-28. Also provides guidance and technical assistance as necessary. As a member of an interdisciplinary team, collects cultural data, prepares cultural reports, evaluates proposals, and prepares cultural compliance documentation on proposed operations. Evaluates National Park Service project work for potential cultural/environmental effects and ensures compliance. Coordinates with other agencies as National Park Service representative and facilitates meeting with the general public, interest groups, government representatives and corporations. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 2 weeks per year. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-07/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. To qualify for this GS-11 grade level position, applicants must meet at least one of the basic requirements AND the specialized experience requirements below: BASIC REQUIREMENT: To qualify for one of these job series, you must meet one of the basic qualification requirements below by close of the announcement: Basic Requirements for Historian, GS-0170: Have successfully completed a degree in history; or related field that included at least 18 semester hours in history. Or, have a combination of education and experience in courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. Basic Requirements for Cultural Anthropologist, GS-0190: Have successfully completed a degree in an appropriate field of anthropology. You must include transcripts. Or, a combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education. You must include transcripts and number of hours worked per week. Or, Experience: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. You must include number of hours worked per week in your resume. Basic Requirements for Archeologist, GS-0193: Have successfully completed a degree in the education described in A through C in this paragraph: A) Bachelor or higher degree that includes 3 semester hours each in the following 5 course areas: 1) History of archaeology; 2) Archaeology of a major geographical area such as North America or Africa; 3) Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques; 5) Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. B) IN ADDITION, must have taken six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying. C) AND must have completed archaeological field school. Field school must be documented in your transcripts or resume. You must include transcripts. Or, have a degree in a related curriculum: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements stated in A above, including archaeological field school. Field school must be documented in your transcripts or resume. You must include transcripts. Or, a combination of education and experience (college-level education or training) that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. Or, four years of archaeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archaeology. The work experience must have included archaeology field experience, which may include that gained in an archaeological field school. Field experience should have included a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archaeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archaeological project. Basic Requirements for Landscape Architect, GS-0807: Have successfully completed a degree bachelor's or higher degree in landscape architecture or landscape design. You must provide copies of your transcript. Or, a combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Experience Equivalent to a Degree in Landscape Architecture: A degree in landscape architecture indicates that an applicant has the basic background to perform professional landscape architectural work at the beginning levels and has the potential to develop the skills and abilities required at the higher levels. Experience may be substituted for education to the extent that it provided the equivalent background. However, because an education provides some knowledge that cannot be measured in terms of course content, but rather is part of general knowledge and cultural background gained as a result of interrelationships among courses, careful judgment must be used in evaluation experience substituted for education as provided for in the basic requirements. In addition to meeting at least one of the basic requirements listed above, to qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: (REVIEW "EDUCATION" SECTION). Education QUALIFICATIONS CONTINUED In addition to meeting at least one of the basic requirements listed above, to qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: applying a wide range of concepts, principles, practices, and methodology of the field, as well as agency regulations, policies, and procedures; performing complex tests and procedures that require highly specialized methods or techniques; preparing and presenting scientific and technical reports. Or, Successful completion of at least three years of progressively higher-level graduate education leading to a PhD or equivalent doctoral degree in an accredited educational institution concentrated in a field that is directly related to the work of this position such as history, archeology, biology or museum curation/studies. To combine education and experience, first divide your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal 100% to qualify using this option. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Physical Demands: Work is primarily sedentary in an office environment but requires some physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. Working Conditions: The majority of the work is performed in an office setting with some travel to attend meetings, conferences, and workshops, or for field inspections. The work can involve moderate risks, discomforts, and unpleasantness such as exposure to dust, hot and dry weather extremes; and flights in small aircraft, including helicopters. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service.
