Venango County Human Resources Maintenance Worker III in FRANKLIN, Pennsylvania

POSITION:                 MAINTENANCE WORKER III - AIRPORT

                                    Full-Time, 80 hours per pay

DEPARTMENT:         Airport; Franklin, PA

PAY GRADE:             SEIU Pay Grade Ten

                                    $12.06 / hr.

GENERAL DESCRIPTION

Performs general maintenance and security of Airport facilities, grounds, and equipment, including quality control of the fuel system and ARFF apparatus. Provides fire protection, public safety and service to tenant and transient aircraft, passengers and crews as well as airport lessees and their customers.

 

SUPERVISION EXERCISED

Provides some instruction and coordination of assignments with other maintenance staff as directed by Airport Manager.  Oversees and directs work of Community Service workers as needed.

 

SUPERVISION RECEIVED

Receives prioritization instructions and follow-up analysis from Airport Manager regarding daily and long-range assignments and duties.

 

EXAMPLES OF DUTIES/RESPONSIBILITIES

  1. Must be able to gain the job pre-requisite certification in Aircraft Rescue and Fire Fighting (ARFF) at the FAR 139 ARFF 40- hour course at approved FAA facility and perform annual 8-Hour live burn re-certification exercises at approved FAA facility as designated by Airport Manager. Performs aircraft crash rescue duties in the event of an emergency and/or drills in compliance with FAR 139.
  2. Provides for public safety through fully qualified maintenance and operation of ARFF Apparatus in compliance with Manufacturers Specifications, FAR 139 and the Airport Certification Manual.
  3. Assists Manager as directed in coordination of work assignments and projects.
  4. Inspects, repairs and maintains all airfield, lighting, signage, storm water containment and out-flows, pavement, terminal building, fuel farm, hangars, equipment, and systems in compliance with the Airport Certification Manual (ACM), FAR 139, ATA 103, SPCC plan, and Tenant Airline Operational Manuals.
  5. Performs and documents airfield, building, and perimeter inspections per the Airport Certification Manual (ACM), Airport Wildlife Plan, Airport Storm Water Plan, FAR 139, ATA 103.
  6. Documents wildlife sightings and executes removal of wildlife as necessary in compliance with the Airport Wildlife Plan.
  7. Services aircraft with fuel, catering, and other ground services commensurate with an FBO, collects payment and maintains accurate accounting for all accounts, monies, credit card charges and product inventories.
  8. Repairs lighting, repairs pavement defects, and maintains storm water conduit and collection areas as needed and as directed by Airport Manager.
  9. Maintains mowing and weed/ brush cutting equipment to manufacturers' specifications and operates the equipment safely in maintaining airfield and airport grounds in a neat and beautifying manner.
  10. Inspects, maintains and operates snow removal equipment and applies proper ice melting chemicals to pavement areas per ACM and Tennant criteria.
  11. Maintains and applies inventory of sand and ice melting chemicals compliant with ACM specifications.  Performs braking action tests, issues Notices to Airmen (NOTAMS) and reports results to Airline and FAA as required.
  12. Removes snow manually and mechanically from runways, taxiways, hangar aprons, terminal ramps, parking lots, and airport roadways using powered equipment and manually from public entrances and walkways.
  13. Paints facilities as needed.
  14. Provides preventive maintenance to equipment per manufacturers' specifications and repairs as needed.
  15. Maintains Airport Hangars and Terminal Building as well as off airport rental properties.
  16. Performs Terminal, grounds, and hangar trash removal and full custodial duties daily, as required.

REQUIRED QUALIFICATIONS

A.        EDUCATION/TRAINING

High school diploma required.  Trade school training in electrical, plumbing, c rpentry, and/or painting is helpful.

B.        WORK EXPERIENCE

Two to three years' experience in maintenance of facilities and/or equipment, or custodial environment required.  Firefighting experience preferred.

 

  • Must not appear on Preclusion Lists as defined by "Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs."
  • Must successfully complete pre-employment drug screening.

     

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

  1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.
  2. Must possess ability to function independently, have flexibility and the ability to work effectively with clients, co-workers and others.
  3. Must possess a valid Pennsylvania Driver's License and a willingness to travel as needed.
  4. Must possess knowledge of the methods, tools and practices used in general maintenance and construction.
  5. Must possess knowledge and ability to detect defects in equipment and make proper adjustments.
  6. Must possess knowledge of the occupational hazards and safety precautions and the ability to exercise skill in the care and use of various tools and equipment.
  7. Must possess knowledge of contents of Airport Certification Manual.
  8. Must possess ability to utilize various pieces of equipment such as snow blowers, tractors, hand tools, drill presses, etc.
  9. Must possess ability to follow oral and written instructions.
  10. Must possess ability to accurately and safely complete general repairs and maintenance on heating, air conditioning and plumbing needs.
  11. Must possess ability to operate county vehicles used for maintenance (i.e., backhoe, snow blower, dump truck, etc.) and to plow snow in winter and cut grass in spring and summer.
  12. Must have considerable knowledge of local codes and regulations and ability to troubleshoot problem areas.
  13. Must pass FAA/PA courses in basic firefighting and airport rescue and firefighting.
  14. Must be able to demonstrate knowledge of FAA requirements for line service personnel, including handling of hazardous substances and use of fire extinguishers.
