South Middlesex Opportunity Council Director Operational Compliance in Framingham, Massachusetts

Summary: As a member of SMOC’s Senior Management team and reporting the Chief Program Officer, this key position and contributor supports program compliance across SMOC’s Regional Services, Early Education, Behavioral Healthcare, and Family Services Divisions. The position is responsible for establishing and managing a system to monitor, assess, and address the myriad of compliance requirements across the Operating Center. This includes file and documentation requirements, eligibility review, and required reporting as well as assessment of efficiency of program production and processes. The selected candidate will also serve as a liaison between the Divisions and SMOC’s compliance department. The position indirectly reports to SMOC’s Senior Director of Planning and Compliance.

Primary Responsibilities:

  • Assess the current systems for monitoring and compliance across the various programs and strengthen or develop the policies, procedures, and tools used to ensure optimum operations and compliance.

  • Working with the individual program directors, review and monitor adherence to policies and procedures and assure adequate training to support program compliance and quality assurance expectations.

  • Support program Directors and staff to ensure program compliance with agency, federal, state, local and other funding compliance requirements, policies and procedures through regular internal audits.

  • Provide guidance and technical support to management and program staff regarding program policies, procedures and reporting systems.

  • Coordinate Divisional tracking of compliance monitoring, including responses to non-compliance issues and assist in corrective action planning, as needed.

  • Review agreements and/or contracts for conformity to funding source policies, rules and regulations.

  • Review and outline program contract objectives and monitor progress towards annual goals.

  • Outline program reporting requirements, generate program data and submit/meet reporting deadlines.

  • Monitor programs and generate YTD reports outlining potential program challenges to ensure that any issues are identified and annual program goals are on track and achieved.

  • Evaluate program processes and implement new tools and technologies as needed in keeping with best practices/processes to ensure top level program production.

  • Partner with program directors to generate program guides, processes, and checklists to streamline program operations and specific job duties.

  • Work with external partners, including the Executive Office of Housing and Livable Communities (EOHLC) to ensure proper program policies and procedures are documented and followed.

  • With program leadership and direction, engage and strengthen relationships with program funders and external partners to ensure program updates, procedures and processes are followed.

  • Participate in the evaluation of staff roles, program processes and guides to support operations and improve program efficiencies.

  • Assess and evaluate paper and electronic program filing systems to ensure retention, destruction (per contract requirements) and compliance of program files.

  • Participate in strategic planning process and outline up-to-date strategic plans that effectively serve clients, funding sources, internal customers, and communities.

  • Other duties as assigned.

Knowledge and Skill Requirements:

  • Bachelor’s degree in public administration, community development, urban planning, social/human services, a field related to the specific are of responsibility or equivalent experience.

  • 5+ years’ experience, preferably in a non-profit setting, in a responsible position in program or project management or contract administration

  • Knowledge of governmental regulations and budget compliance and reporting requirements

  • Above average communication skills both verbal and written

  • Ability to provide exceptional customer service to employees, Board of Directors and key stakeholders

  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and educationally diverse staff and clients

  • Sound judgement and ability to take initiative

  • Strong computer skills, including proficiency in contemporary operating systems

  • Proficiency with Microsoft Office Suite

Organizational Relationship: Directly reports to Chief Program Officer. Direct reports of this position are none.

Physical Requirement: Mobility to use office machines, sitting, standing, ability to lift archive boxes, filled with files, able to climb stairs, bending and reaching.

Working Conditions: As part of the responsibilities of this position, the Director of Operational Compliance will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.

Remote Work Option: Remote work is permissible in some positions at SMOC depending on the key functions and responsibilities. The Director of Operational Compliance is eligible to work from home 20% of the week in scheduling coordination with the department manager.
