OC San is looking to fill aBuyerposition.

Under general supervision, the Buyer procures goods and services at the lowest cost or best value, consistent with consideration of quality, reliability of source, and urgency of need following established policies, procedures, and practices; negotiates for specific commodities and services; analyzes quotes received and processes purchase orders to award to suppliers; and expedites deliveries. Specifically, this person will participate in the preparation and administration of the Request for Proposal (RFP) and Notification of Bid (NIB) processes; ensure Board policy compliance; review, suggest changes to and finalize Scopes of Work with end users; verify and maintain vendor and bidder lists for assigned commodities and services; review and finalize RFP and NIB packages; receive and review proposals; prepare evaluation tools; check references; assist in contract preparation and distribution; request insurance and post Intent to Award Letters; manages the protest process; and ability to create purchase orders through OneWorld (JD Edwards) financial information system. This person will also be responsible for bidding, maintaining, and enforcing OC San's blanket purchase orders as assigned. Other duties will include handling emergency orders as indicated by field staff and working on special projects as assigned.

Requirements:

  1. Bachelor's degreefrom a college or university accredited bythe U.S.Department of Education with major coursework in business or public administration, purchasing, accounting, finance, or a related field.
  2. Valid California Class C Drivers License

Desired Qualifications:

  • Ability to communicate clearly, both orally and in writing is required.
  • Possession of a Certified Professional Public Buyer license is highly desired,
  • Knowledge and understanding of Maintenance, Repairs, and Operations (MRO) purchasing andcontracting principles.
  • Knowledge and understanding of basic inventory controlprinciples.
  • Computer skills in the area of MS Word, Excel, email programs, MS Teams, and OneWorld (JD Edwards) financial information system are a plus.

Hiring Salary Range: $96,532.80 - $106,475.20/ Year (starting salary will be within this range based upon qualifications).

Physical Demands

  • Mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle andvisit various OCSan sites;this is primarily a sedentary office classificationalthough standing inwork areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed toretrieve and file information;ability tolift,carry, push, and pull materialsand objectsupto 35 pounds.
  • Vision to read printed materialsand a computerscreen.
  • Hearing and speech to communicate in person and over the telephone.
  • Finger dexterity is needed to access, enter, and retrieve date using a computer keyboard or calculator and to operate standard office equipment.

Environmental Elements

  • Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
  • Employees may interact with upset staff and/or public and private representativesininterpreting and enforcing departmental policies and procedures.

  • Probationary Period: All OC San employees, except classifications considered "at-will", are subject to the probationary period provisionsas specified inthe applicable Memorandumof Understanding,policies, and/orresolutions. Employees who have not yet successfullycompleted their initial probationaryperiod serve "at-will"and may be released from employment without cause or recourse to any appeal or grievance procedures.
  • Pre-Employment: All employment offers are contingent upon successful completion of OC San's pre-employmentprocess, which includes a background investigation,a physical examination, and a drug screen.
  • Work LocationAssignment:Employeeswill be assigned to a work location based on business needs which may belocated at any/all of OC San locations; this work location may be changedat any time.

Disaster Service Workers All Orange County Sanitation District employees are designated Disaster Service Workers through state law (California Government CodeSection 3100-3109). Employment withthe OrangeCounty Sanitation District requiresthe affirmation of a loyalty oath to this effect. Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
