Summary About the Position: In this position, the incumbent serves as the Plant and Facility Manager having overall responsibility for all assigned plants, equipment and facilities maintenance activities. This position is for the St. Paul District. Responsibilities Areas of responsibility include real property, major land plant, floating plant, and facility operation. Projects include repair, retrofit, rehabilitation, and the development of new major maintenance procedures. Serves as a technical advisor to engineers, technicians and field personnel in the organization, other District elements, contractor personnel and other outside interests. Drives a personal or government vehicle to perform site inspections of work at various site locations. Coordinate activities at the Project Service Base to prepare and support field maintenance activities and related work with key Maintenance and Dredge Goetz Section personnel. Monitor ongoing work at the Service Base to ensure that work is completed in a timely manner and that a quality product is achieved. Formulate periodic plant and facility report formats, reviews completed reports and makes field inspections of District plant and facilities to determine condition so as to maximize reliability and economy of operation. Plan and implement plant and facility upgrades and major maintenance activities. Coordinate complex features with District or other subject matter experts and has extensive contact with equipment manufacturers and suppliers to determine necessary parts, materials and techniques to accomplish work. Responsible for coordinating the Project Service Base hazardous waste management program. Plan and assign work responsibilities or special projects, set priorities, advise on operating program goals and objectives, and make decisions on work problems presented by other supervisory/nonsupervisory personnel. GS-12 Specialized Experience : One year of specialized experience which includes meeting all of the following:1) Experience with complex equipment such as dredges, cranes, bulldozers, and/or generators; 2) utilize knowledge of hazardous materials management, environmental compliance, and/or safety program development; 3) Manage financial resources to include: budget, cost estimation, and/or equipment placement programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Accident/Mishap and Hazard Investigation and Reporting Budget Administration Facilities Operations Management Program/Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
