Summary

This Job will be filled as a Buyer II and/or Senior Buyer, based on education and experience.

Buyer II: performs a wide range of sourcing and procurement responsibilities including: managing the sourcing and procurement of services; developing and administering contracts and amendments; leading sourcing moderate to complex initiatives; managing supplier and internal stakeholder relationships; responding to supplier inquiries; training internal clients on procurement and sourcing processes and services; and controlling documentation and transactions to meet Company, Audit, and SOX standards. This individual is also responsible for participating on and leading internal process improvement teams and cross functional initiatives, as required.

Senior Buyer : manages a wide range of sourcing and procurement responsibilities including: managing complex sourcing and procurement transactions related to acquisition of equipment, materials, goods, supplies, and services; developing and administering contracts and amendments that may be complex in nature; leading sourcing initiatives; management of supplier and internal stakeholder relationships; training internal clients on procurement and sourcing processes and services; and control of documentation and transactions to meet Company, Audit and SOX standards. As a senior role within Strategic Sourcing, this individual is responsible for driving process improvements, and the training and development of Buyers more junior in tenure

Key Roles & Responsibilities

  • Manage procurement transactions related to the acquisition of products and services

  • Procure products, and services, primarily from currently established Tier 2 suppliers under the direction and support from senior team members.

  • Execute minor sourcing initiatives for the acquisition of products and services primarily from Tier 2 suppliers under the direction and support from senior team members.

  • Support Senior Buyers, Supply Chain Specialists, and Sourcing Managers on more complex sourcing initiatives

  • Prepare and execute minor contracts and amendments

  • Track upcoming contract expirations, communicate status to Buyers and contract owners, and take required actions prior to contracts expiring.

  • Monitor actual spend versus contract forecasted limit, communicate status to Buyers and contract owners, and take required actions prior to actual costs exceeding forecasted level.

  • Conduct new supplier pre-qualifications for senior team members.

  • Serve as primary team member to respond to various supplier inquiries, and ensure timely responses are provided.

  • Manage minor contract compliance processes (pricing, insurance coverage, etc.)

  • Ensure proper insurance requirements are maintained on Tier 1 suppliers.

  • Develop relationships with internal stakeholders and contract owners

  • Manage filing of purchase order contract file documentation in Supply Chain’s designated system according to documentation standards.

  • Review/audit contract and purchase order files to ensure documentation is accurate and complete and in accordance with Procurement Internal Procedures.

  • Assist in the standardization and documentation of processes and procedures as part of team’s process improvement effort

  • Review procurement system buyer activities on a weekly basis, take required actions to meet audit requirements.

  • Support and promote Oncor’s supplier diversity program

  • Incorporate safety into daily work ethic and day-to-day processes

  • Develop and maintain product, industry, and market knowledge

Education, Experience, & Skills

Buyer II

  • Education – High School Diploma, Associate or Bachelor Degree is preferred

  • Experience – 4-6 years related experience

  • Skill – General business knowledge, strong written and oral communication, advanced Microsoft office capabilities, ability to work with and manage confidential information, ability to multi-task and work in a team environment, demonstrates Oncor core values including ethical conduct, intensity, respect, excellence and innovation.

  • Experience with continuous improvement tools and/or Lean Six Sigma, preferred

Buyer Sr

  • Bachelor’s Degree in Business, Supply Chain, or related fields of study or 10 years of related work experience is required; Master’s degree is preferred

  • Minimum of 6 years of direct experience; utility industry experience highly desired

  • Certification or Professional Credentials in Procurement, Sourcing or Supply chain highly desired

  • Certification or Professional Credentials in Project Management a plus

  • Strong business knowledge and understanding of sourcing, procurement , and supplier relationship management processes

  • Experience in designing and reengineering Procurement processes

  • General experience in training people

  • Experience with continuous improvement tools and/or Lean Six Sigma, preferred

  • Excellent written and oral communication skills

  • Experienced in managing the end-to-end sourcing lifecycle for initiatives of intermediate to advanced level of complexity

  • Solid skills in supplier performance management

  • Basic project management skills highly desired

  • Intermediate to advanced application skills in Microsoft Word, Excel, and PowerPoint

  • Ability to build agreement and positively influence team outcomes

  • Ability to work with and manage confidential information

  • Ability to negotiate and persuade others
