Army Installation Management Command Program Analyst NF-04 in Fort Sam Houston, Texas

Summary It is the applicant's responsibility to read all sections and associated links in this vacancy announcement. Responsibilities Serves as a Senior Program Analyst and team lead for the Army Recreation Machine Program's (ARMP) Control & Analysis (C&A) Division. Responsible for developing, conducting, and interpreting varied organizational research and analytical studies. Develops and maintains systems for gathering, evaluating, and warehousing data. Provides alternatives and consequences. Researches and identifies out of tolerance variances associated with cash handling and machine performance. The incumbent will extract data from existing databases to alternative evaluation platforms, and determine potential data sources, collection methodology and data requirements. Develops systematic and scalable reporting processes and procedures to ensure timely delivery for required reports to senior staff. Analyzes benchmarking data, reports, processes, and measurements for key evaluative indicators to recognize trends and assist in developing future initiatives for the leadership's implementation and evaluation of program effectiveness. Develops comprehensive methods or procedures to determine and measure the reliability, accuracy, and validity of quality outcomes data. Reviews data for source accuracy and refines into useable format to compile subsequent summary reports. Identifies and substantiates reporting disparities regarding changes, trends, or circumstances, not readily evident from the data retrieved. Conducts reviews of research literature; summarizes, integrates and presents results to organizational staff. Identifies information needs to proactively address obstacles and develops plans for continuous improvement. Interprets and summarizes machine-level data retrieved from internal source. Recommends a variety of process improvements and refined methodologies. Adapts innovative methods to evaluate comparative statistics and analysis, involving identification and development of performance indices used for trend comparisons within the enterprise. Independently develops graphic presentations of statistical data, composite material involving performance measurement, publications, and various reports. Establishes, organizes, and maintains primary machine-level data. Maintains data to be readily available for retrieval and use by all levels of the organization. Works to improve the uniformity and standardization of reporting systems and results format. Performs other duties as assigned. Requirements Conditions of Employment Qualifications QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Demonstrated related work experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. OR A Bachelor's degree in a discipline that included coursework in mathematics, engineering, business, economics, statistics, research design, operational research, or related coursework AND one year of experience directly related to the duties listed above. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. At least three years of experience in each of the following areas: Manipulating data from an electronic and Automated data system. Microsoft Excel and using VBA/macros for automation and process improvement. Developing and maintaining automated data processes and structures. Performing complex data extraction from multiple, large data sources. Performing complex data aggregation, cleaning, matching and quality checking. OR A graduate degree in a discipline that included coursework in mathematics, engineering, business, economics, statistics,research design, operational research, or related coursework Education All candidates (to include current employees) are required to include transcripts with their application package if you would like education to be considered in your rating.
