PROGRAM SUMMARY

The MISS program is a comprehensive initiative aimed at supporting the U.S. Department of State’s operations in Iraq. In addition to providing ongoing base operations and Life Support Services, KBR will provide differentiated advisory and consultancy capabilities to the Iraqi Government with a focus on creating an effective program environment to support delivery of strategic economic planning, strategy development, feasibility studies, technical reviews and large-scale project management. Under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with food services, base camp operations, renovations, construction, and medical services.

POSITION SUMMARY

The Fuel Systems Supervisor will serve the Operations and Maintenance (O&M) Plus task order in support of the U.S. Department of State (DOS). The Fuel Systems Supervisor is responsible for the operation and maintenance of the complete fuel storage and distribution system from bulk storage, supplementary storage and day tanks, to the distribution systems to thegenerators and service station including back-up fuel storage tanks. This position is also responsible for operating and maintaining pumps, valves and monitoring flow and tank levels. Directs employees to successfully operate, maintain and repair all fuel operation systems. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Please note: This position is located in Baghdad, Iraq and is contingent on award.

RESPONSIBILITIES:

  • Lead an international team of electricians in electrical upgrades and maintenance at the BEC.

  • Maintain KBR’s Zero Harm Initiative, ensuring a safe workplace and that safety is the highest priority.

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.

  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.

  • Responsible for site fuel operations in accordance with work instructions and safety procedures.

  • Manage all petroleum operations conducted on site.

  • Responsible for the quantity, quality and timeliness of fuel distribution and storage operations.

  • Provide guidance and assistance to fuel personnel and monitor quality and timeliness of work performed.

  • Oversee quality, safety and environmental issues within the fuel operations section.

  • Ensure compliance with SOW and Standard Operating Procedures (SOP).

  • Ensure the fuel section is aware of and complies with USG and company policies and procedures.

  • Inspect the worksites for deficiencies and initiates corrective action as warranted.

  • Oversee, review and ensure all accountability documents are complete, accurate and submitted as required.

  • Monitor fuel accountability and record keeping, ensure fuel consumption and inventory are accurate.

  • Ensure all reporting to the USG is timely and accurate.

  • Operate and maintain a fuel retail service station.

  • May be required to drive a fuel truck to deliver and refuel/defuel remote fuel oil tanks within the site.

  • Maintain fuel pumps and storage tanks.

  • Responsible for ordering parts and materials related to fuel systems

BASIC QUALIFICATIONS:

  • High School Diploma or GED.

  • Fuel Distribution Systems Mechanic vocational diploma or have completed an apprenticeship program with a Journeyman Certificate.

  • Must already possess a U.S. Government (USG) issued security clearance or Moderate Risk Public Trust (MRPT) certification or be able obtain a favorable USG security clearance or MRPT certification prior to being hired is required for the position. Must maintain eligibility at the required clearance or certification level for the duration of the task order.

  • US Citizen

  • US Passport with minimum one plus year validity remaining.

  • Must have valid driver’s license and clean driving record.

  • Must be able to pass a pre-employment background check and drug screen.

  • Must currently possess a U.S. Government (USG) issued Secret security clearance and/or a favorable USG Moderate Risk Public Trust (MRPT) certification prior to being hired is required for the position.

  • Must maintain eligibility at the required clearance or certification level for the duration of the task order.

PREFERRED QUALIFICATIONS:

  • Demonstrated working knowledge of fuel system related activities for a comparable facility.

  • Knowledge of applicable U.S. Codes and accepted trade practices.

  • General knowledge of industrial safety and environmental regulations.

  • Ability to exercise sound judgment.

  • Knowledge and experience regarding occupational hazards and related safety precautions of fuel systems.

  • Knowledge of principles and processes for providing excellent customer service, including customer needs assessment, meeting quality standards and evaluation of customer satisfaction.

  • Ability to plan, assign, direct and review the work of subordinates and provide instruction in a manner conducive to improve performance and morale. Experience in training local and foreign national employees in operations and maintenance of fuel systems equipment.

  • Ability to plan, arrange, schedule, assign and inspect work of mechanical and electrical plant personnel.

  • Demonstrated ability to lead and manage staff.

  • Must have the ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Excellent organizational and time management skills are required.

  • Must have proficiency with the MS Office Suite (Outlook, Word, Excel).

  • Requires excellent English communication skills (written and verbal) with the ability to facilitate and disseminate information.

  • Must be able to crouch, bend, reach and crawl in all weather conditions.

  • Must be able to lift at least 50 pounds on a regular basis.

  • Must be willing to work in austere conditions.
