Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as the Branch Chief for the J83, Resource Management Division providing coordinated manpower management, program management, budget analysis and management analysis. Responsibilities Investigates and resolves crucial programs, matters of a policy nature, and those affecting resource management functions. Developing and recommending budgeting and management analysis policies to the Division Chief and Comptroller or higher as appropriate. Provides directional guidance and advice to the Resource Management staff regarding internal policy procedures and operational changes. Exercises significant responsibilities in dealing with officials of other units or organizations; or in advising management officials of higher rank. This position is in the Supervision/Management category at the Senior level within the CES Occupational Structure. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one-year of qualifying experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. To qualify based on your experience, your resume must clearly describe the following quality experience: Providing financial guidance to organizational leaders regarding budget policies and procedures; Preparing cost estimates and budget formulation in support of an organization internal operations such as manpower and projects; Resolving funding problems that impact the execution of budget is resolved appropriately to accomplish mission requirements; AND Presenting the proposed budget to senior staff and managers for a decision on execution. Education EDUCATION: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a TOP SECRET / SCI security clearance. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required prior to appointment and periodically thereafter. Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated assuch in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81,Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.Incumbent of this position is required to comply with all Department of Defense and Department ofthe Army requirements of this certification program. This certification requirement is a condition ofemployment for this position. Failure to obtain this certification within the required time may subjectthe incumbent to adverse action.
