Competitive Range Solutions requires the expertise of a talented and experienced Project Manager to assist in the direction and management of the program's executive support group. The candidate must reference their ability and experience in working in a Department of Defense (DoD) customer environment and effective integration with a government multi-contractor team.

The Logistics Manager, under direct supervision, performs a full range of logistics management and property accountability functions, inventory analysis, data input, and tracking associated with assigned customer accounts. Additionally, responsibilities will require daily support for IPT planning meetings and other logistics related activities, as assigned by task

Roles and Responsibilities:

  • ILS Meetings Support - Provide Logistical coordination assistance for ILS working groups, conferences, and meetings, to include the Personnel and Training Management Panel (PTMP) Logistic and Training Work Group, Logistics Management Panel (LMP), Logistics and Training Work Group for the SATCOM Configuration Control Board (SATCOM CCB), and other SATCOM Logistics associated conferences and meetings with SATCOM mission partners.

  • Publications Support - Provide Logistics subject matter expertise to the Government in drafting content and staffing new publications or updates to existing publications, such as DISA Circular 270-A85-1, System Equipment Reporting System, Life Cycle Sustainment Plan (LCSP), as deemed necessary by the Government. The contractor shall also review and provide comments or input to documents, in the required format as determine by the document's office or primary responsibility, that are staffed to Communications Gateway programs and projects from internal and external offices and organizations.

  • Equipment Inventory - Update, maintain, and document equipment inventory database, Major Equipment List as requested by the Government technical lead. Coordinate current baseline site inventory lists with each respective site POC annually for verification of accuracy to ensure currency of records. Identify logistic issues, develop suggested courses of action, and provide a written analysis of issue, to include a listing of action and recommendations.

  • Equipment Maintenance & Support Analysis - Provide analytic/logistic input required to accomplish logistics documentation associated with the following types of analyses: Level of Repair Analysis (LORA), Core Depot Analysis (CDA), Core Logistic Analysis (CLA), Depot Source of Repair (DSOR), Business Case Analyses (BCA) and update to LCSP, update to Joint Integrated Logistics Support Plan, logistics coordination and planning, and Manpower and Personnel Requirements. Provide analytic/logistic inputs and prepare reports of analysis for the development of Life Cycle Cost (LCC) and Total Ownership Cost (TOC) for the Communications Gateway program portfolio as required. Assess maintenance alternatives and identify advantages and disadvantages of LCC/TOC planning and maintenance concepts for the system.

  • Provide Logistics subject matter expertise to conduct equipment support analyses of alternatives to refine support concepts and boundaries for the Communications Gateway program portfolio, including systems, subsystems, components, and support systems. Using comparative data from like and similar systems, analyze Acquisition Logistic asset cost, Operating and Support cost, maintenance data, and mishap data for all assets and formulate asset support concepts, alternatives, and constraints.

  • Diminishing Manufacturing Sources and Material Shortages - Manage Diminishing Manufacturing Sources and Material Shortages (DMSMS) and provide recommendations to manage the short- and long-term impact of potential obsolescence and material shortages; leverages information from known system configuration and component availability data sources and shall integrate additional programmatic information such as system reliability and spares availability into demand analysis reports. The contractor shall analyze obsolescence alerts and recommend resolutions or provide alternatives for considering planned technical refresh, available new technologies and planned program updates,

  • Status Reporting - Provide Logistics equipment and Sparing Reports as equipment is added and removed from the Program Office, provide updates to the Joint Integrated Logistic Support Plan as necessary to ensure proper alignment with Program Office desires, Develop, maintain, and update CONOPS Updates to ensure that logistics support is properly aligned with Program Office desires.

  • Incident Tracking - Monitor and track problems, incidents, failures, and repair status for Teleport program equipment and system assets reported by the operator and user communities through the Global Service Desk. Initiate trouble tickets with external Teleport program SME for hardware and system issues, coordinate RMA actions for hardware replacement as necessary, and coordinate service restoration. Maintain data on current and historical equipment problems and resolution actions and ensure the data is available to program personnel via the prescribed collaboration tool (i.e. SharePoint). Assess and make improvement recommendations on incident and problem resolution processes. Provide quarterly metrics for hardware failures, issues, and repairs and conduct trend analysis for all program assets.

  • Life Cycle Sustainment Support - Identify, plan, validate, resource, distribute, and update information to: Operate, maintain, and train on the equipment to maximize its effectiveness and availability; effectively plan for spare/repair parts, support equipment, and all classes of supply; identify hardware and software requirements of the configuration baseline of system as input to warranty extensions.

  • Implementation Package Support - Provide gaining commands a system, subsystems, and/or components package of end items, support items and technical documentation. Activities include: Provide shipping instructions the staging sites, storage depots, and contractors as appropriate. In cases where systems must be installed, ship to the site of installation; conduct joint inventory of all packages with the gaining command before handoff and document all shortage items owed to command; issue all end items and secondary end items using DD Forms 1150/1149 or DA Form 2062 transfer process.

Qualifications/Experience:

  • Training, education and or experience in Defense Property Accountability System (DPAS), supply chain logistics, information technology network hardware, and warehousing operations and procedures.

  • Proficient at Microsoft Office (SharePoint, MS-Word, Excel, Visio, MS-Project, etc.), and data analysis.

  • Strong verbal communication, problem solving and analytical skills.

  • Work independently with minimal supervision,

  • Able to successfully manage multiple time sensitive actions simultaneously.

  • Proven experience with DPAS.

  • Ability to lift 35-50 lbs.

  • Ability to travel to customer sites, as assigned (travel up to 35%)

Education/Certifications:

  • Associate degree preferred but not required

  • DAU Logistic courses, DoD Logistics experience is acceptable vice degree
