Job Description
HII Mission Technologies is seeking a skilled and experienced Special Operator, or HUMINT/Counterintelligence SME, to join our dynamic team as a Identity / Risk Management Field SME (Mission Assurance 3). The successful candidate will play a crucial role in developing, implementing, and maintaining robust identity management systems and cybersecurity measures to protect sensitive information and critical infrastructure for our government and military clients. They will provide operational support to Identity Management (IdM) physical and virtual activities, and will work independently or in a small teams developing risk management assessment and recommendations to fulfill IdM requirements.
Essential Job Responsibilities
Location: 1 x FTE in Fort Meade, MD
Analyzes and provides recommendations on issues dealing with disciplines such as military command control and communications, electronic warfare, weapon systems, contingency operations, Military Tactics Techniques and Procedures (MTTP), force planning, and training exercises. Coordinates with user community representatives throughout all phases of development concerning requirements definition, clarification, prioritization, and alternatives. Analyzes the conduct and results of operational user training, military maneuvers or simulated wartime operations undertaken to main the capabilities of a force. Compares, analyzes and evaluates the relative merits of program designs and alternatives. Applies emerging doctrine and tactics, whether detailed in formal doctrinal changes or emanating from Advanced Warfighting Experiments (AWEs), Advanced Technology Demonstrations (ATDs), or Force XXI activities, to system design and development. Assesses the impact of programmatic and technical options on stated user requirements and doctrine. Prepares reports and briefs summarizing support requirements, deficiencies, and investments for various programs and systems.
Provides policy and Identity / Risk Management recommendations to government senior level staff, based on comprehensive analysis that utilizes the tenets, principles, and DoD directives associated Id / Risk Management methodologies.
As required, will operate in joint and / or DoD unique environments.
Applies extensive operational background and experience gained from military/civil service and leadership roles, as well as operational proficiency in advanced analytic operational theory and risk management principles, during joint and combined operations at tactical, operational and strategic levels of warfare to solve current and/or future mission needs or to correct problem areas.
As directed, initiates and develops operational ideas in specialty area, and develops effective implementation schemes. Plans, develops, and coordinates, several small complex projects.
Leads and/or participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
Establishes and monitors standards for the quality of programs and documents. Assists in the resolution of project and program priorities. Assures quality control throughout all contract activities.
Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.
Maintains and complies with security procedures in the performance of duties.
May provide direction, training, and assistance to other program staff, as an expert in a particular field of study.
Performs additional duties and responsibilities as assigned.
Minimum Qualifications
5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
5+ years of identity / risk management analysis experience. Experience may be substituted for education
Experience with various techniques applied to risk management methodologies
Maintain knowledge of established risk management and OPSEC plans
Experience in determining the operational validity of a unit's risk management Tactics, Techniques, and Procedures (TTPs)
Knowledge of various open sources, digital behaviors, and common platforms used in one or more CCMD AORs
Experience within the Intelligence Community, CCMDs (J2X/3X), or Federal Law Enforcement in the specialty areas of Special Operations Intel, CI/HUMINT, Cyber, SIGINT.
Experience in Surveillance Detection Route (SDR) and Counter-surveillance planning
TS/SCI clearance required with the ability to obtain a CI Poly
TS/SCI clearance is required with the ability to obtain a CI Poly.

Preferred Requirements
Bachelor’s degree and 8+ years of identity / risk management analysis experience. Experience may be substituted for education
Experience with various techniques applied to identity management methodologies.
Familiarity with Open Source Intelligence (OSINT) principles.
Experience in determining the operational validity of a unit's risk management Tactics, Techniques, and Procedures (TTPs)
DoD or military service special agent credentialing course
DoD or military service intelligence analyst producing course
DoD or military service training in SDR / Fieldcraft
ASOT Level II+
Excellent communication, interpersonal and presentation skills
Completion of one or more of the following JCITA Courses:
Fundamentals of Sensitive Support
Advanced Planners Course
Advanced Technicians Course
Due Diligence Course
TS/SCI Security Clearance with active CI Polygraph preferred.
Other: Position may require supporting multiple DoD customers. Must be able to travel to points within the designated area of responsibility on an "as required" basis. Current/active US Passport and medically cleared to deploy.
Physical Requirements
May require periodic travel to CONUS & OCONUS locations.
May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
