Defense Information Systems Agency CYBER OPERATIONS PLANNER in Fort Meade, Maryland

Summary This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure located in the JFHQ-DODIN. Responsibilities The position will focus on developing plans using forces and resources apportioned and allocated within the Global Force Management Implementation Guidance (GFMIG). Managing and implementing the adaptive planning process from strategic guidance to completion of each of the four levels of planning details for contingency plans which include Commander's Estimate, Base Plan, Concept Plan, and Operation Plan. Prepares associated planning products for each level, including Course of Action briefings, command directives, or memorandums, development of mission analysis, new concepts, decision papers, staff studies, authoritative recommendations. Overseeing the development of contingency plans and participates in the crisis action planning process. Providing technical and analytical principles in the preparation of plans, formulation of cyberspace operational/cyberspace warfare (CO/CW) doctrine, tactics, techniques, and procedures. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-09, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience is defined as basic experience in cyberspace-related technology, applications, and operations and understanding of laws, regulations, policies, and ethics as they relate to cybersecurity and privacy; participated in working group meetings related to cyberspace operations. To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in assisting in the coordination of cyberspace contingency planning and operations, gathering information, providing analysis, and producing written products in support cyberspace contingency planning efforts; knowledge of Command, Control, Communications, and Computer (C4) programs and capabilities. To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in participating in Joint Planning Groups and Operational Planning Teams that support all levels of authority and knowledge of laws, regulations, policies, and ethics as they relate to cybersecurity and current and emerging cyberspace technologies. To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in defining and integrating current and future cyberspace and cyberspace-related mission environments that outlines the vision, mission, and goals that align with the organization's strategic plan; assessing, collaborate, and monitoring the rigorous application of cyber policies, principles, and practices in the delivery of planning and management services. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. Education Substitution of education for the specialized experience requirement at the GG-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GG-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement. SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GG-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. There is no substitution of education for specialized experience at the GG-12 grade level. There is no substitution of education for specialized experience at the GG-13 grade level.
