U.S. Army Forces Command Financial Management Analyst in Fort Liberty, North Carolina

Summary About the Position: As a Financial Management Analyst you will be overseeing a Financial Management Career Program and providing Certification Program advisory services to support the organization. This position is located at HQ US FORSCOM in Fort Liberty, North Carolina. Responsibilities Analyzes new or proposed changes to the FM Certification Program and assesses their impact on the Command and its program policies, processes, goals, and objectives. Provides training, first response support, and day-to-day support to FM Certification users. Advises financial managers on DoD FM enterprise-wide competencies, and course alignment to include accounting analysis, accounting concepts, policies and principles. Provides information on the on-boarding process and administers training on the concept, implementation, and operation of the Certification Program. Develops and recommends alternative FM Certification Program management approaches to improve resource utilization, correct deficiencies, and provide balanced program operations. Serves as the command’s Component Administrator (CA) for the Learning Management System (LMS). Monitors achievement of required continuing education and training (CET)hours of the FM members in the LMS. Performs management studies, risk analysis and business process reviews to identify weaknesses and potential improvements in work methods. Researches and investigates new or improved business and management practices applicable to the FM Certification Program and LMS management and operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes interpreting guidance and implementation of modifications to the Certification Program; Overseeing a Financial Management Career Program for the organization; Managing the Certification Program course-to-competency alignment process, including certification level requirements, competencies, proficiencies; AND providing Certification Program advisory services to support the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Analysis Program Management Risk Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
