LCV NORTHCOM NTC: Specialist, Quality Assurance

Position Overview:

Serves as a Quality Assurance Specialist at the National Training Center, Fort Irwin, California, whose technical expertise and knowledge of quality systems will support the LOGCAP Quality Program. This position will support the project to optimize execution by assuring LOGCAP provided services meet the established standards of quality including reliability, usability and performance.

Provides specialized technical expertise in support of the Quality program, including specialized inspection and testing techniques, quality training, statistical methods, audits, and quality tools for problem-solving and assessment. Creates inspection reports stating the conditions of a work area to ensure requirements are met. Makes recommendations for corrective action.

Applies knowledge of quality systems and tools to validate and verify contractually required standards for project execution. Implements principles of performance evaluation and prediction methods are used to improve product systems’ safety, reliability, and maintainability. Responsible for maintaining a quality standard of products and the procedures and materials that go into work scope. Aligns quality management function with the performance needs of product lines. Under strict supervision, develops skills and knowledge to determine a new degree of conformance of products to specifications.

Performs inspection of various operations activities. Prepare Nonconformities reports (NCR). Performs follow-up audits on Corrective actions (CAPAs) USG & KBR. Generates reports of conditions found during inspection activities; Notifies quality management of significant problems; Assists in documentation to attest to the satisfactory completion of inspection or test activities. Performs advanced-level inspections of material received from vendors if needed. Conducts in-process and finished product inspections of large or complex projects. Takes the lead in vendor site inspections of work in process of fabrication and/or repair of parts and materials procured to support operations of the LOGCAP contract.

Applicable Skills, Knowledge and Experience:

  • Must have the ability to conduct comprehensive inspections of activities across the project in all functional areas to ensure:

  • Compliance with documented procedures, work instructions, and work orders, service orders to ensure contract compliance to the letter without deviation

  • Identify deficiencies in the quality of workmanship to initiate and follow up on corrective actions taken to resolve deficiencies.

  • Obtains a thorough understanding of external Policies, Regulations, and standards of workmanship applicable to assigned areas of responsibility and a basic understanding of such for all functions areas even if not assigned.

  • Be thoroughly familiar with work instructions, subcontractor statements of work, LOGCAP performance work statement, and technical data package requirements of all functional areas of the project

  • Reads and understands detailed drawings, procedures, and internal process documentation.

  • Develops quality inspection checklists

  • Keeps appropriate personnel and supervision appraised of work progress, including problems and accomplishments.

  • Conducts day-to-day responsibilities in a highly professional manner and with a high degree of integrity.

  • Required to interface with project personnel, project management, and customers, as a representative of the Quality Department

  • Must be capable of working professionally and building positive working relationships with internal and external entities

  • Experience with the implementation of corrective and preventive action programs

  • In-depth knowledge of tools, concepts, and methodologies of Quality Management

  • In-depth knowledge of Microsoft Office Suite (PowerPoint, Excel, Word, Visio)

  • Performs various other duties as assigned

Additional Skills or Experience Preferred

  • Bachelor’s degree preferred

  • Certifications are a plus, including ASQ, Lean, and Six Sigma, Project Management Professional, etc.

  • 3-5 years combined quality auditing, inspection, and maintenance experience (ammo supply point, bulk fuels and supply support activity experience is a plus)

Scheduled Weekly Hours: 40

Basic Salary Range: $76,200 - $114,300
