Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (BASE OPERATIONS) (TITLE 32), Position Description Number D1160000 and is part of the NC G3, National Guard (G3-139th REG / Manning Doc 1950-10). Responsibilities As a BASE OPERATIONS SUPERVISOR, GS-0301-12, you will manage overall operational aspects of the Garrison Training Center to include long and short range planning; and directing the operation, maintenance, repair, rehabilitation, and construction of all real property; ensure provision of supply, support to troops, and training at the installation; manage variety of funds; direct development of regulations, procedures and operating instructions tailored to the specific needs of the training center; implement programs to ensure compliance with all environmental and natural resource regulations; ensure continuous operational mobilization readiness of the training center and the operational ability on short notice to support state and federal agencies in support of national defense initiatives; oversee development and implementation of peacetime aspects of the training center mobilization mission; communicate and coordinate with NGB, commands of other MACOM's, states, their staffs and various organizational headquarters on matters pertaining to supply and training support activities; attend meetings, communicate, and coordinate with Federal, state, and city officials, and civic organizations for the purpose of obtaining public services, planning for future needs, and discussing community problems or development plans that affect training center operations and the community; develop procedures and implement programs to ensure, the physical security and safety of the employees, tenants, facilities, and property; direct establishment of recreational sites and provide recreational equipment in support of troop welfare programs; serve as a 1st level supervisor. Requirements Conditions of Employment Qualifications MILITARY GRADES: Officer (2LT/O1 to CPT/O3) MINIMUM REQUIREMENTS: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: (Must have 36 months) of experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Substitution of Education for the Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience. Education You must provide transcripts to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position.
