Job Summary:

Compass Point Federal (Compass Point) is hiring a seasoned professional with experience and expertise in Electromagnetic Spectrum Operations (EMSO), which includes Electromagnetic Warfare and Spectrum Management, in support of the Cyber Capabilities Development and Integration Directorate and Army Futures Command at Fort Eisenhower, Georgia.

Responsibilities

Job Responsibilities:

  • Provides operational, systems, and technical senior executive level subject matter expertise, consulting, and analysis in the development, proposal, coordination, and implementation of EMSO strategies and policies.

  • Provides analysis and continuity regarding all Electromagnetic Spectrum Operations (EMSO) related capabilities development; knowledgeable in all areas of Electromagnetic Warfare (EW) and Spectrum Management Operations (SMO).

  • Develops EMSO requirements including both EW and SMO capabilities.

  • Support for concepts, doctrine, and material requirement documents to ensure EMSO issues are addressed in the development, acquisition, and employment of Army EW and SMO products.

  • Assists in drafting, staffing, and approval of EMSO JCIDS and Operational Needs Statements through Army validation processes, ensuring concepts, gaps and solutions are synchronized with current and emerging EMSO programs. Identify emerging EW and SMO technologies, concepts, and capabilities.

  • Analyzing and developing electromagnetic spectrum requirements for Joint Capabilities Integration Development Systems (JCIDS) Documents and electronic warfare (EW) program development for current and planned spectrum dependent training systems and devices.

  • Occasional Travel Required (Up to 25% of the time)

  • Other duties as required

Qualifications

Minimum Qualifications:

  • Documented experience in at least one of the following four areas: (1) as a branch or division leader at the Service headquarters level; or (2) as an Army division or above (or Joint service equivalent) staff officer (command select list or central board selected optional but preferred); (3) as an assistant program manager in the defense acquisition community; or (4) as a branch or division leader in a capability development position.

  • A minimum of three (3) years’ experience in operational electronic warfare or spectrum management and three (3) years of experience with requirements and capability development documentation and approval processes, totaling six (6) years.

  • Graduate degree with a preference for major in Electrical Engineering, Physics, Engineering, Telecommunications Management, or related technical field from an accredited college or university. Undergraduate degree may be accepted as determined by the COR.

  • Knowledge of JCIDS

  • Knowledge of Joint and service EMSO organizations and their functions

  • Knowledge of EMSO related Army/Joint Doctrine and policies

  • Ability to edit documents for correct grammar and format

  • Knowledge in computer automation software (have a working knowledge of Word, PowerPoint, Excel, Spreadsheets, Outlook, Outlook Calendars, etc.)

  • Military Service Intermediate Level Education; Senior Service College or civilian equivalent is preferred.

  • Will complete Defense Acquisition University online courses CLR 101 Introduction to JCIDS, and RQM 110 Core Concepts for Requirements Management within the first two weeks of employment.

  • Obtain and maintain a Top Secret security clearance with SCI eligibility.
