About the Position: This position is responsible for administering the total budget, including all phases of program planning and analysis. Determines funding requirements and establishes priorities, provides guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget. Responsibilities Review budget estimates submitted by program managers for compliance with rules, regulations, and procedures. Analyze budgetary regulations and/or policies in order to determine the overall impact on the organization. Ensure managers maintain adequate funding levels and controls throughout the year, establish audit trails, generates reports and/or budget updates. Utilize automated financial program systems such as General Funds Enterprise Business System (GFEBS) to accomplish assigned budgetary work. Develop written instructions detailing the preparation of budget estimates and reports. Specialized Experience: One year of specialized experience which includes analyzing financial and/or budgetary data; and developing recommendations for financial and/or budgetary actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR, Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, finance, business, statistics or management. (Note: You must attach a copy of your transcripts.) OR, Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Budget Execution Oral Communication Writing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term Appointments may be extended beyond eight (8) years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Permanent Army employees who accept a time limited appointment will be expected to sign a statement of understanding acknowledging the associated impacts of taking such appointment. This position will be filled as a time-limited appointment. Army employees who accept time limited appointments (to include employees with personal competitive status) will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.
