The primary purpose of this position is to provide execution efforts to develop a DoD personnel recovery Lessons Learned program; maintain and review joint personnel recovery doctrine; assess Combatant Commands personnel recovery programs for compliance; and manage development of Personnel Recovery Information Data System and DoD's personnel recovery and prisoner of war archives documents and debriefings. Responsibilities Responsible for development and management of Lessons Learned Branch and programs. Direct the efforts of the branch to establish and maintain a DoD personnel recovery lessons learned program in collaboration with the Heads of the DoD Components. Develops and maintains Joint Personnel Recovery Doctrine. Directs the branch in developing, evaluating, and maintaining joint personnel recovery doctrine, including joint tactics, techniques, and procedures in coordination with the Joint Chiefs of Staff, the Military Services, Combatant Commands, and USSOCOM. Assesses Combatant Command and Service Personnel Recovery programs. Directs the branch in providing oversight and advising the Combatant Commands and Military Service personnel recovery programs on their compliance with DoD policy and guidance. Responsible for PRIDS system management and archives management. Directs the efforts to develop, operate, and maintain PRIDS, providing a globally accessible, collaborative PR data management system, capable of storing, retrieving, and managing all information associated with the PR enterprise. Requirements Conditions of Employment Qualifications This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include a mastery knowledge of program management, doctrine/policy development, and staffing processes within the combatant commands and the services. The employee will be required to handle sensitive issues in order to build consensus and develop win-win solutions. Employee is responsible for leading the lessons learned issue resolution process to analyze, validate, and recommend actions to close identified gaps in the DoD Personnel Recovery Enterprise. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Joint Lessons Learned Program, doctrine development processes, joint personnel recovery policy and guidance standards, and the information management practices. Knowledge of safety and security regulations, practices, and procedures for ensuring the safeguarding of classified information. Skill in facilitating working groups. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
