Description of Work
The North Carolina Department of Transportation, Human Resources (HR) Services section, is seeking a dynamic and experienced HR team member to serve as an Employee Relations (ER) Representative (Agency HR Consultant III) to provide employee relations services to Highway Divisions 9 and 10 and other specifically assigned units. This is a professional, analytical, consultative, and advisory position utilized for the proper and efficient administration of State and Federal laws, rules, and regulations, and department policies and procedures. The ER Representative is responsible for the development, implementation, dissemination, and interpretation of department policies related to employee relations functions, including disciplinary action; performance management; workplace violence; grievances and complaints; mediation of disputes; and the Employee Assistance Program. This position is the primary technical advisor to managers, supervisors, and employees on all employee relations program areas. Responsibilities of the position include:
Provide consultation/counseling on how to address unsatisfactory job performance, unacceptable personal conduct, and workplace disputes;
Investigate complaints, grievances, and allegations of workplace violence;
Recommend appropriate employment actions to maintain a productive work environment with balance and fair treatment of employees and management;
Assist with preparing formal disciplinary actions to ensure that actions are properly documented and supported;
Conduct training on ER policies, procedures, and practices; and
Demonstrate consistent and timely customer service.
The office workstation will be within the regional territory of either Division 9 (Winston-Salem) or Division 10 (Albemarle), depending on available office space and where the recommended applicant lives. Office locations include:

Knowledge, Skills and Abilities / Competencies
Knowledge of the State Human Resources Disciplinary Action Policy, Grievance Policy, and Separations Policy
Knowledge of employment law, Merit-Based Hiring Policy, Employee Assistance Policy, the State Human Resources Performance Management Policy, and best practices in employee relations;
Demonstrated ability to interpret and apply federal and State HR laws, policies, and practices governing HR;
Demonstrated ability to effectively communicate employee relations law, policy, and procedures, verbally and in writing with a variety of individuals; and
Demonstrated ability to draft detailed, analytical, accurate disciplinary actions and other documents in accordance with standards, with attention to detail, with proper grammar and style, and with accurate distillation of multiple sources of documentation.
Minimum Education and Experience Requirements

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required; or high school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources, or equivalent combination of education and experience.
