Responsibilities This position serves as a Planning and Environmental Specialist for the West Desert District. Ensures all documents are appropriately uploaded to electronic review sites and properly filed. Assists with preparing and monitoring time schedules for field office planning efforts. Certifies the proper format, guidelines and procedures are used in the preparation of all land use planning and National Environmental Policy Act (NEPA) documents. Provides assistance in the development and distribution of public information regarding completed and future planning document availability. Works with project lead to ensure adequate public participation in the planning and NEPA process. Ensures public participation efforts are well coordinated with local, State, and Federal agencies. Assists senior planning specialists on interdisciplinary teams (IDT) for specific planning and NEPA document components. Assists planning and NEPA team leaders in determining level of detail, scope of analysis, and quality of documents being produced. Works closely with senior planners and specialists to write and review planning and NEPA documents ensuring compliance with all applicable laws and regulations. Writes and reviews planning and NEPA documents ensuring they read smoothly and various portions are coordinated within the IDT. Requirements Conditions of Employment Qualifications A Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period. Other applicable period may include: (1) Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study; and (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012. To qualify at the GS-07 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level comparable in difficulty and complexity to perform the duties of a Planning and Environmental Specialist. Qualifying specialized experience includes: providing assistance as part of a team in the development of documents; preparing and monitoring time schedules associated with document development; communicating and coordinating effectively with teams; researching questions on law and policy; and reading, writing and reviewing documents to ensure they are complete, concise and error-free. OR Education: To qualify based on education you must have one (1) full year (18 semester hours) of graduate-level education in a related field of study. OR Superior Academic Achievement: (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. You must meet all eligibility and qualification requirements by the closing date of the announcement. Physical Demands: The individual works primarily in an office setting at this level. There may be some walking, standing or bending. There is some infrequent field work in this position, therefore, the individual may on occasion be required to walk or ride vehicles or horseback over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples and boxes of files. Work Environment: The work is performed primarily in an office setting for long hours and under tight deadlines. However when necessary to complete the work, there may be outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather. Additional Information Recent Graduates This position is for Recent Graduates who have completed a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years. Note: (1) Certain veterans precluded from applying within the timeframe due to a military service obligation have up to 6 years from completing their education to apply; (2) Applicants who completed their educational program requirements after December 27, 2010 will have a full 2 years of eligibility beginning on the date the final regulations became effective, July 10, 2012. This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment. The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.
