About the Opportunity
This is an open position with FirstEnergy Service Co., a subsidiary of FirstEnergy Corp. [FEU].
This position is responsible for developing, managing, monitoring and controlling transmission line maintenance programs to ensure they safely achieve the program deliverables within the approved scope, cost and schedule.
Responsibilities Include:
Developing new, or managing existing, Transmission Line related programs to ensure the reliability of transmission line assets and infrastructure.
Developing program documents, program specifications, bid documents and conducting pre-bid meetings with qualified bidders.
Working directly with Supply Chain personnel to competitively bid program work and award contracts.
Reviewing program and contract budgets for adequacy, completeness, and other requirements and assuring that required budgets exist to support planned work.
Focus on monitoring program scope and upon proper approvals, incorporate changes/revisions as required.
Providing program status (scope, budget and schedule progress) and identification of issues requiring management involvement for resolution
Obtaining input and concurrence from affected OPCOs to support the proposed schedule and resource requirements; reviewing and approving program plans.
Validating that project estimates are appropriately developed and maintained for closeout reconciliation
Responsible for overseeing the activities of consultants and contractors for safety and quality assurance. Includes preparation of Incident Reporting documentation.
Provide input for development of the Transmission Line Services capital project portfolio.
Coordinate capital project revisions with project development.
Track financials (budget, forecast, and accruals) for capital and O&M programmatic expenses.
Tracking multiple projects and programmatic tasks simultaneously.
Support emergency response transmission line restorations.
Identifying and coordinating needed outages to safely execute the work.
Securing qualified field inspectors to oversee contractor's daily field work activities.
Monitoring contractor resource levels and work product.
Understanding the terms of the contract and associated documentation of services under the contract/purchase order. Prior to mobilization to the site, conduct pre-construction meetings with contractor supervisory personnel to review all aspects of the program scope, scheduled facility outages, completion of reports and reporting protocol, etc.
Responsible for communicating with and reviewing property owner complaints. Work with contractors and/or Corporate Claims personnel to reach fair and reasonable settlements related to crop damage, land disturbance, land restoration, etc.
Responsible for the quality assurance and control program, including identification of quality requirements, responsibility for QA program, review and approval process for contractor's required documentation.
Communicating Program goals, priorities, decisions and project updates to OPCO and T&SS Management teams.
Identifying and notifying Management of additional resources, material and/or equipment requirements necessary to meet the Project scope or schedule.
Coordinating the close-out and lessons-learned documentation applicable to the Program; auditing completed projects to evaluate whether identified objectives and benefits have been realized or establish a timetable of benefit realization.
Perform ad hoc requests to support department and regional transmission's needs.
Reviewing encroachments within our Transmission Rights-of-Ways.
Qualifications include:
Bachelor of Science degree in Business, Engineering, Engineering Technology, Finance or equivalent preferred or closely related degree - such as Construction Management or Project Management. Three (3) years of Program Manager, or related, experience or in lieu of degree five (5) years of Program Manager, or related, experience. Related experience may include project management, transmission maintenance, or construction experience.
Strong project management skills with a demonstrated ability to develop, manage and control multiple tasks
Strong understanding of electrical power preferred.
Must be a team player and possess a willingness to work in a team environment.
Adherence to FE safety practices.
Knowledge of design and construction standards.
Knowledge of the electric transmission system, reliability standards and regional transmission organizations is preferred.
Experience in accomplishing responsibilities in a timely manner through maximizing organizational resources, financial decision making and employing logical engineering approaches.
Excellent interpersonal skills, strong written and verbal communication skills and strong analytical ability.
Ability to work independently, as well as collaboratively, with multiple departments in multiple locations.
Proficient computer skills (Word, Excel and Outlook) required with core understanding of applicable technical products and/or services related to financial responsibilities.
Ability to work in both an office and field environment.
Willing and able to support travel to various company locations (including overnight travel) as needed.
