FAIRFAX COUNTY Transportation Section Chief for Fleet Maintenance and Facilities (Transportation Planner V) in Fairfax, Virginia

Fairfax County, a diverse, dynamic, and growing jurisdiction in the Washington D.C. metropolitan area, is seeking an experienced fleet maintenance professional to join the Transit Services Division. This position is primarily responsible for oversight of maintenance programs for both the Fairfax Connectors fixed route and Fastran fleets comprised of nearly 500 vehicles. Also oversees facility maintenance activities at major transportation sites including transit centers, rail stations, bus operating centers, and park and rides. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual invested in achieving the countys ambitious transportation goals.

RESPONSIBILITES:

  • Develops and maintains high level plans including Transit Asset Management Plan (TAMP), facility and fleet maintenance plans and programs to ensure county assets are maintained properly and reach their useful life cycle.
  • Supports the division chief by managing and directing maintenance activities, attending project and capital planning meetings, and coordinating with the Board of Supervisors office on district projects.
  • Leads the division in development of capital projects including zero emission and facility management programs.
  • Administers and provides oversight of contractor performance to ensure facility and fleet assets are maintained in a state of good repair; manages other assigned contracts in the division including fleet and fleet support technical contracts.
  • Provides oversight of Storm Water Pollution Prevention Plan (SWPPP) conformance and ensures compliance with industrial requirements related to safety and risk management; works with other departments within the county on reviewing designs, developing engineering plans, and monitoring progress of transit capital projects.
  • Supervises professional transportation planners and technicians; establishes goals and objectives, plans career development activities, performs coaching and mentoring, and conducts performance reviews.
  • Responds to inclement weather events and/or service emergencies as needed during non-work hours.
  • Performs other duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following:{tabindex="0" target="blank"} (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for Any combination, experience, and training equivalent to) Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field. Plus five years of progressively responsible transportation planning related experience. The years of experience should include at least three years in the specific area of assignment (for e.g., Transportation Planning, Site Analysis, the Fairfax Connector, et al).

PREFERRED QUALIFICATIONS:

  • At leastnine years of experience in heavy-duty fleet maintenance and facility management in a commercial setting
  • At least five years of experience establishing and monitoring maintenance performance measures
  • At least five years of experience in vehicle maintenance management system, and/or similar systems
  • At least five years of experience in contract administration
  • Strong organizational, time management, and project management skills, including ability to coordinate and prioritize multiple projects, and meet established deadlines
  • Knowledge and experience in Quality Control/ Assurance programs
  • Strong written communication skills, including preparing presentations, technical memoranda, non-technical memoranda, letters, and other correspondence
  • Strong oral communication skills and experience presenting to and engaging with elected officials, staff, and the community
  • Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships
  • Demonstrated success as a supervisor, including coaching and training
  • Desire to advance a collaborative and supportive culture

CERTIFICATES AND LICENSES REQUIRED: Driver's license (required)

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS: Incumbent may be required to do some walking, standing, bending, and carrying of items less than 25 pounds in weight. Work is generally sedentary. All duties performed with or without reasonable accommodation.
