Our work depends on a Senior Payment Technical Business Analyst capable of working closely with the United States Postal Service Global Payment application. This application processes payment transactions on behalf of several USPS eCommerce merchants. The Senior Payment Technical Business Analyst is responsible for ensuring that the payment application meets the needs of the USPS ecommerce merchants and their customers. The Senior Payment Technical Business Analyst will work closely with the development team to define the payment processing workflows, identify payment system integrations, and ensure that the application meets the necessary security and compliance requirements.

HOW A SENIOR PAYMENT TECHNICAL BUSINESS ANALYST WILL MAKE AN IMPACT:

  • Work closely with the development team to define the payment processing workflows, identify payment system integrations, and ensure that the application meets the necessary security and compliance requirements.

  • Responsible for managing the payment processing features of the application, such as billing and payment account information, payment retries for failed attempts and generating nightly transaction logs for payment reconciliation and accounting purposes.

  • Must ensure that the payment processing features are user-friendly, efficient, and reliable.

  • Provides Analysis functions and provides business area knowledge and technical expertise to team members engaged in the analysis, design, development, implementation, and maintenance of business information systems.

  • Provides business area and technical expertise to management and customers to facilitate planning, set direction, define business initiatives, and develop solutions to customer business information systems needs and requirements

  • Assists the customer in defining business requirements, with proven experience in eliciting requirements, conducting stakeholder work, and their translation to information systems functions/features; establishes project objectives and identifies/quantifies benefits and develops business requirement documentation and coordinates system installation, evaluates existing systems and procedures, and recommends changes to management.

  • Acts as bridge between business stakeholders and technical teams.

  • Meets regularly with customers to ensure timely and effective response to requests for service and high levels of customer.

  • Manage and create Change Requests (using ServiceNow), initiate Incident Management tickets.

  • Provide support for software releases and deployments.

  • Provide production level technical and business support when required due to various issues.

WHAT YOU'LL NEED TO SUCCEED:

Education:

  • Bachelor's Degree in a Computer Science or related technical discipline; OR in lieu of degree, an additional 4 years of relevant work experience is required

Required Experience:

  • 8+ years of experience of related professional work experience, in technology or software development preferred

Required Technical Skills:

  • In-Depth knowledge of payment types such as Credit Cards, ACH, PayPal, Digit Wallets (Visa SRC, Apple Pay etc.), and alternative payment methods

  • Hands-on experience with APIs related to payment and integration (e.g., REST, SOAP, XML and JSON)

  • Familiarity with high-volume and high-visibility payment system

  • Understanding of encryption and tokenization techniques used to secure payment card data in transit and at rest

  • Exposure to payment orchestration platform and tools

  • Knowledge of payment fraud detection and mitigation techniques

  • Knowledge of batch and real-time transaction processing systems

  • Proficient in Agile frameworks (Scrum, Kanban etc.)

  • Experience with tools like VersionOne, ALM for Agile processes

Required Skills and Abilities:

  • Strong understanding of payment gateways, payment processors, and acquiring banks

  • Strong understanding with payment processing workflows, including authorization, capture, settlement, chargebacks, refunds, and disputes

  • Experience with subscription billing models or recurring payments

  • Experience with payment card data security standards (PCI DSS) and other relevant regulations, such as the General Data Protection Regulation (GDPR).

  • Proven experience in eliciting requirements, conducting stakeholder workshops, and documenting workflows

  • Ability to create wireframes, process diagrams, and user flows to explain requirements

  • Ability to troubleshoot payment processing issues and propose scalable solutions

  • Decision-making skills to prioritize features or technical debt in high-pressure environments

  • Expertise in backlog grooming, sprint planning and defining acceptance criteria

  • Ability to translate business user stories into detailed technical user stories along with acceptance criteria and ensure alignment with development teams

Security Clearance Level:

  • Must be able to obtain and maintain a Public Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

  • This position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions). Non-U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 90 days consecutively in the last 3 years.

The likely salary range for this position is $97,063 - $131,321. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
