Job Announcement

This position works under the direction of the Management Analyst III of Court Services Administrative Operations, and is responsible for professional level work across multiple administrative functions including:

  • Policy Development & Legislative Review - Assists with interpretation, evaluation, writing agency policy, and conducts research and analysis to assess impact on agency. Develops and recommends plans and programs to improve quality and efficiency in program and service delivery. Implements policy and monitors to ensure compliance, efficiency, and program integrity. Assists the Director, Assistant Directors, and Management Analyst III in ensuring compliance with federal, state, and local policy and legislation such as that of the Code of Virginia, the Department of Criminal Justice Services (DCJS), and the County of Fairfax.

  • Collaboration & Community Involvement - Assists the director and assistant directors who work directly with the county executive, deputy county executives, the Board of Supervisors (BOS), and agency directors. Provides technical support to the Management Analyst III and department managers. Assesses and reports on business processes to support agency directors and assistant directors and prepares compelling presentations for teams such as the Department of Criminal Justice Advisory Board (CJAB), the Fairfax County Community Criminal Justice Board (CCJB), the Fairfax County Diversion First team, the Virginia Community Corrections Justice Association (VCCJA) director’s team and BOS Legislative Committee, and other committees as needed. Maintains cooperative relationships with federal, state, and local public and private agencies.

  • Strategic Planning, Budget Development, and Grants Management - Assists with the development of the agency’s strategic plan to ensure adequate and equitable service delivery that meets the needs of the community and the mandates of the court, and local, state, or federal government and aligns with the county’s mission, vision, and priorities. Assists with the development of grant applications, formulating budgets, and proposing budget reductions options when required. Assists with documenting Capital Improvement Program needs and advocating for the agency. Assists programs with the development and maintenance of performance measures and collection of statistical data, submitting statistical reports timely, and conducting analytic research to identify trends and to assess attainment of program objectives. Is a good steward of public funds.

  • Finance & Procurement - Conducts financial reviews and reconciliation of agency and grant budgets to ensure that financial transactions are recorded accurately and timely in accordance with policy. Properly records revenue and expenditures, both personnel and operating, in county financial system and the DCJS grants management system. Participates in risk assessment reporting and audits. Ensures purchases comply with procurement regulations, authorizes or delegates authorization of invoicing and payments and ensures financial reconciliation is conducted timely and accordance to policy. Conducts budgetary review and reviews requests to use p-card, marketplace purchases, purchase orders, use of contracts, and solicitations for procurement. Participates on IT project teams and selection advisory teams, as needed, to screen and select vendors. Ensures assets are recorded and disposed of properly. Participates in audits conducted by both county and state auditors.

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

NECESSARY SPECIAL REQUIREMENTS:

This position identified as position of trust, and as such, upon a conditional offer of employment is required to fill out the Consumer Notification, allowing a credit history report to evaluate position eligibility. Successful completion of a criminal background check.

PREFERRED QUALIFICATIONS:

  • Experience in developing agency's budgets to include annual submission, third quarter, and carryover review documents for non-grant budgets.

  • Performs review, analysis, and projection of personnel and operating expenditures and revenue.

  • Prepares Lines of Business submissions and presentations and coordinates responses to Board inquiries.

  • Collaborates with management to develop, write and compile technology and capital equipment budget requests.

PHYSICAL REQUIREMENTS:

Ability to operate keyboard driven equipment and lift up to 20 lbs. Ability to communicate in writing and verbally in a clear and concise manner. Visual acuity is required to read data on computer monitor. All duties performed with or without reasonable accommodations.
