Job Announcement

As a part of the fiscal team, the role involves providing strategic budgeting and financial management support in the dynamic field of public behavioral health. Develops, executes, monitors, analyzes and reports the CSB's budget. Prepares short and long-range forecasts. Offers strategic budget guidance, especially for grant accounts. Researches and analyzes the fiscal impact of policy and program change. Develops recommendations and presents findings. Provides comprehensive budget and financial management support to several large service areas and across departments in one or more of these areas: compensation and fringe benefits, operating, federal and state grants, support in Virginia Department of Behavioral Health & Developmental Services (DBHDS), Region II office deliverables. Other tasks involve ensuring efficient and effective operations, strong internal controls, and accurate financial reports. Supports required deliverables for grant-related annual, third quarter, and carryover budget review processes, the DBHDS State Performance Contract, and internal and external audits. The position requires strong analytical skills, significant budgeting and financial management experience, and the ability to think critically, solve problems, and balance multiple priorities and tasks.

Illustrative Duties

  • Participates in the formulation and documentation of agency fiscal policies and procedures;

  • Oversees the maintenance of numerous fund/subfund accounts;

  • Reviews long range revenue and expenditures estimates to ensure availability of funds;

  • Prepares or oversees the preparation of large agency budget;

  • Researches budget, finance and procurement requirements, analyzes impact on current operations and recommends means of implementation.

Required Knowledge Skills and Abilities

  • Considerable knowledge of the principles, methods, and practices of governmental budgeting and fiscal management and the ability to apply them to complex governmental systems;

  • Ability to effectively supervise and coordinate the activities of staff;

  • Ability to develop and implement fiscal policies and procedures.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus four years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

CERTIFICATES AND LICENSES REQUIRED:

None.

NECESSARY SPECIAL REQUIREMENTS:

  • The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.

  • An applicant or an employee may be required to submit a request for a credit check to the appropriate agency. Applicants and employees within these positions must demonstrate financial responsibility in personal finances as a condition of employment.

PREFERRED QUALIFICATIONS:

  • Strong knowledge and experience of governmental budgeting and financial management principles, methods, and practices.

  • Significant experience with Microsoft Office Suite, including advanced proficiency in Microsoft Excel for data analysis and manipulation.

  • Experience with and ability to establish collaborative partnerships across intra-departmental divisions and with external stakeholders to achieve common goals.

  • Considerable demonstrated knowledge of federal, state, and county policies, procedures, regulations, and legislation impacting the maintenance of financial record

  • Ability to prioritize and manage changing requirements.

PHYSICAL REQUIREMENTS:

Job is generally sedentary in nature. Ability to communicate both orally and in writing. Ability to use a personal computer, including keyboard and mouse, and read a computer monitor.
