National Park Service Interdisciplinary Supervisory Biologist/Ecologist/Physical Scientist in Fairbanks, Alaska

Summary This position is located in the Administrative Office of Yukon-Charley Rivers and Gates of the Arctic National Park and Preserve, in the Inventory and Monitoring Division. Responsibilities The incumbent serves as the Supervisory Network Program Manager for the Central Alaska Network, which is part of the Inventory and Monitoring Division (IMD), Natural Resource Stewardship and Science Directorate (NRSS), National Park Service (NPS). The Central Alaska Network (CAKN) is one of 32 National Park Service (NPS) inventory and monitoring networks nationwide that is implementing vital signs monitoring in order to assess the condition of park ecosystems and develop a stronger scientific basis for stewardship and management of natural resources across the National Park System. The primary purpose of the Inventory and Monitoring Program is to develop, organize and make available natural resource data and to contribute to the Service's institutional knowledge by facilitating the transformation of data into information through analysis, synthesis, and modeling. Major duties include: Develops, implements, and manages the vital signs monitoring and baseline inventories for three national park units. Serves as principal advisor for the Inventory and Monitoring (I&M) of natural resources for the parks and the network and is responsible for program development and implementation. Supervises and is responsible for a full range of technical and administrative supervisory responsibilities for staff members, including a data manager and a combination of ecologists, biologists, biological science technicians and physical scientists. Performs administrative functions related to implementing the program such as writing annual work plans and reports, overseeing contracts and agreements, managing projects, establishing priorities, work schedules, and field work and safety protocols. Develops and manages a budget of approximately $1,700,000 annually. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. IMPORTANT: Please, do not provide a copy of your driver's license at this time. If selected for a position, you will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications All qualifications must be met by the closing date of this announcement-12/16/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-13 grade level, you must possess at least one of the basic requirements for the General Natural Resources Management and Biological Sciences Series 0401, Ecology Series 0408, or General Physical Science Series, 1301 as follows: General Natural Resources Management and Biological Sciences Series 0401: Education: Successfully complete a bachelor's degree or higher in an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide a copy of your transcripts. -OR- Combination of Education and Experience: Education that included courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, plus appropriate experience, or additional education. You must provide a copy of your transcripts and hours worked per week. -OR- Ecology Series 0408: Education: Successfully completed a bachelor's degree or higher in an accredited college or university in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. You must provide a copy of your transcripts. -OR- General Physical Science Series, 1301: Education: Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. You must provide a copy of your transcripts. -OR- Combination of Education and Experience: Education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. You must provide a copy of your transcripts and hours worked per week. -AND- In addition to the basic requirements listed above; to qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement. EXPERIENCE: Must have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors). Examples of qualifying specialized experience may include: (1) Using biology, ecology, or physical sciences, to identify, define, and resolve programmatic, administrative, and scientific problems; (2) developing an inventory and monitoring program for natural resource managers with sound science-based guidance; (3) implementing an ecological long term inventory and monitoring program; (4) Developing understanding of, and solutions to natural resources problems by using advance professional knowledge and skill in data analysis and synthesis. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: Field work requires strenuous physical activity including periods of standing, hiking, climbing, and lifting and carrying heavy objects. Some field activities occur in physically dangerous or uncomfortable settings. Documentary research and report-writing is sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Work is performed primarily indoors. Field work is performed outdoors in all types of weather. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, arctic environments, and/or forests, as well as exposure to biting insects. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Government housing is NOT available. Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations. Employer paid and reimbursed relocation expenses are considered taxable income. The NPS does not provide tax, legal or accounting advice.
