Your Specific Responsibilities:

Performs supervisory duties which include, but are not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning & directing work assignments, approving leave, rewarding and taking disciplinary action – as appropriate. Responsible for review, correction and timely approval of staff timesheets. Trains staff to ensure that the functions are performed effectively and efficiently. Directs the work of employees to ensure best use of time & resources. Ensures coverage at all times of all positions within the billing section including ensure staff are cross trained. Evaluates employees’ performance and motivates them to provide and improve the quality and quantity of work performed and hold monthly staff meetings. Completes all performance appraisals in accordance with DOH Employee Appraisal system time frames.

Recommends operation policies and establishes billing procedures, monitors outstanding accounts receivables, prepares financial reports, maintains current knowledge of Florida Medicaid and Medicare policies and procedures, maintains current knowledge of DOH billing systems, maintains proper internal controls. Maintains & reports on a monthly basis Medicaid Collection reports, Accounts Receivable Aging reports and insurance billing denial reports. Assists in developing, modifying and implementing billing and management reporting systems. Assures performance measures and indicators are being met or surpassed and implements corrective measures to improve on deficiencies. Consults with program supervisors and staff to resolve programmatic, administrative and operational issues and problems. Provides regular training and refresher training pertaining to accounts receivable and cash handling policies. Oversees all functions of the Accounts Receivable Department.

Monitors outstanding accounts receivable and billing activities to meet specific measurable objectives and to assure compliance with statewide operational goals. Idenifies problems and develops corrective action plan including applicable training in order to improve billing & collection procedures. Assures proper billing and coding guidelines are followed along with timely submittal of invoices or insurance claims. Ensures third party billing and Medicare records are transmited daily. Ensures unbilled listing is worked and monitors bill file errors to ensure timely filing and quick resolution of any problems with the billing process. Ensures all EOB’s are posted in HMS including working pending and denied claims which are researched, billed, corrected if needed, re-billed and tracked until completed as required by the DOH Accounts Receivable policy. Performs firsthand, on-site analysis of operational billing problems and carries out the implementation of solutions.

Required Knowledge, Skills, and Abilities:

  • Knowledge of office automation systems including clinic software applications.

  • Knowledge of medical billing/collection practices and auditing of these functions.

  • Knowledge of medical coding and third-party collection practices.

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and improve management practices.

  • Ability to utilize problem solving techniques.

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to management analysis practices

  • Certified Coder

    Qualifications:

    Minimum –

  • Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural

  • Minimum of 5 years verifiable medical accounts receivable experience

  • Current Florida Department of Health employee

    Preferred –

  • 5 years verifiable supervisory experience

  • Verifiable experience working medical aging reports

  • Certified Coder Preferred
