About the Position

Lane County Public Works is seeking dedicated professionals to work as Assistant Contract Analyst in its Administration Services Division. Analysts are often involved in cross-divisional teams and tasked with conducting research, determining and raising pertinent issues, preparing a variety of reports, and summarizing findings. PW Assistant Contract Analyst responsibilities may include:

  • Answering questions about policies and procedures related to contracts and public procurement.

  • Coordinates and processes contracts ensuring legal, policy, and procedural compliance.

  • Monitors contract budgets and division allocations.

  • Prepare, coordinate, and track amendments, renewals and extensions to contracts and agreements.

  • Follow up with insurance companies and/or contractors to secure receipt of new insurance documents and assure insurance coverage through contract term.

  • Access state price agreement and other cooperative agreements to assure compliance with Lane County purchasing rules and procedures.

  • Enter, maintain, and search documents in the OregonBuys and other cooperative agreement systems.

The Public Works Analyst is a broad classification. Incumbents are engaged in a wide range of analytical, organizational research, budget management, cost analysis, contract support, marketing, property management, program compliance activities and work in support of area of assignment. Individual assignments may be general in nature, providing professional support to a variety of programs, departments, or people, or for the oversight of a single program. Specific duties will vary in accordance with assigned area of responsibility.

Management Support - Responsibilities will generally include researching and analyzing organizational, system, and procedural issues and trends and developing analytical models; making policy recommendations related to budget and financial matters; preparing and recommending budget plans and related worksheets; maintaining related systems and reporting; preparing and developing marketing plans; and researching and responding to grants, including all applicable reporting requirements.

The above job description is intended to represent only the key areas of responsibilities; specific position assignments will vary depending on the business needs of the department.

About the Division

The Administration Division is responsible for staff support services for the other seven Public Works Divisions, as well as central administration for the Department.

Examples of direct administrative responsibility for the Department are in personnel, payroll, accounting, budgeting, financial management, safety, training and development, contract administration, and customer service. Support is also provided for annualized special projects in such areas as Budget preparation.

In addition, Administrative Services provides leadership, information, analysis and support to the department director, management team, staff, citizens and Board of Commissioners to assist them in their efforts to make quality decisions about the department and the County communities.

Schedule: Monday - Friday, 8:00am - 5:00pm. Alternative schedules may be considered. Some overtime required per operational needs. Location will be PW Admin at the Delta Campus

QUALIFICATIONS

Training:

  • Bachelor's degree in a field related to area of assignment; and sufficient experience as necessitated by the competency level of the position. Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

  • Entry/Contributing Level (N4112): 0-2 years of professional experience; entry level for incumbents with bachelor's degree.

  • Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
