General Statement of Duties

Oregon’s second busiest commercial service Airport is currently accepting applications for a financial manager, working title: Director of Finance and Administration – Eugene Airport.

This position directs, manages, performs, and coordinates the financial management and analysis, budgeting, Capital Improvement Plan, contractual management, grant administration, and oversight and management of administrative operations of the Eugene Airport. Examples of Duties Performed - Duties may include but are not limited to the following

Develops general budget, forecasting, rate-setting models, cash flow projections, and financial preparation and analysis.

Leads operating agreement negotiations, rate setting, capital improvement plan review, passenger facility charge project consultations, and ongoing communications with commercial airline partners.

Leads rate setting, customer facility charge capital project consultations, and operating agreement negotiations with rental car companies.

Performs all aspects of grant administration, including application, expense tracking, reimbursement requests, and closeout.

Liaison with the Federal Aviation Administration Airport’s District Office for grants and capital improvement plan.

Liaison with engineers and project managers on capita projects to ensure projects stay within budget and meet all terms of grants and grant assurances.

Creates financial plans for larger capital projects involving multiple funding sources such as grants, local airport funds passenger facility charges, customer facility charges, and bonding.

Provides oversight of administrative functions of accounts payable, accounts receivable, contract administration, payroll, and public service interface.

Liaison with Central Services and Public Works Administration for large capital project planning and bonding.

Performs analysis concerning industry trends and conducts benchmark studies and presents results.

Provides general complex and politically sensitive financial strategies and administrative operations; analyzes financial and organizational impact of issues; develops recommendations, communicates and negotiates major contracts with other agencies and airport stakeholders as required.

Prepares and presents financial results to Airport management team, Airport Advisory Committee members, Mayor and City Councilors.

Manages the DBE and ACDBE programs and prepares necessary reports.

Represents Airport through presentations to board and committees reviewing grant applications.

Represents Airport on industry committees and working groups.

Ensures compliance with all financial regulations and policies.

Coordinates implementation of policies, benchmarking, and monitors results.

Qualifications

A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of progressively responsible professional experience in integrated financial management and analysis, airport finance experience preferred. At least one year of administrative supervisory experience.

Education:

A bachelor’s degree from an accredited college or university, with major coursework in finance, accounting, business administration, or a closely related field. Master’s degree and/or Certified Public Accountant Certification preferred.

License or Certificate:

A valid Oregon driver’s license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Ability to obtain Accredited Airport Executive status with the American Association of Airport Executives within three years.

Must have the ability to obtain the AAAE ACE Finance certification within one year and AAAE Certified Member designation within three years. AAAE Accredited Airport Executive preferred.

The Ideal Candidate will possess the following knowledge, skills and abilities:

Financial Management

Knowledge of principles and practices of accounting functions; budgeting functions; financial planning and analysis functions; commercial management and real estate functions.

Knowledge of principles and practices of accounting functions must include compliance with Governmental Accounting Standards Board (GASB) guidelines and enterprise resource planning (ERP) systems; types of accounting; major areas of the accounting function; other accounting considerations to include Passenger Facility Charges (PFCs), intra-government services, and chart of accounts.

Knowledge of principles and practices of budgeting must include the budget cycle, planning, preparation, approval, execution, analysis, and audit; budgeting responsibilities; budget techniques; budgeting recognition/best practices; and management financial reporting to include ad hoc reporting, monthly reporting, and annual reporting.

Knowledge of principles and practices of annual financial audit must include the stages of the audit process; management financial reporting for both single audit and PFC audit; audit distribution; and the comprehensive annual financial report (CAFR) including the introductory section, financial section, and statistical section; and PFC reporting.

Knowledge of principles and practices of Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant reports including form 126 and form 127.

Knowledge of principles and practices of physical planning processes including the federal processes of the master planning process; airport capital improvement program (ACIP); environmental review processes under the National Environmental Policy Act (NEPA); and other approval processes including projects affecting an Airport Layout Plan (ALP) or an airport’s airspace, and eligibility for AIP and PFC funding.

Knowledge of principles and practices of airport sponsor capital development processes including advanced planning, program definition, and design processes; cost estimation and contingencies; and project delivery processes.

Knowledge of principles and practices of financial planning processes including financial policies and targets; financial forecasting; ACIP funding sources; AIP grant assurances; PFC application process; Transportation Security Administration (TSA) grants; Title VI; customer facility charges (CFCs); third party (tenant or developer) funding; Oregon Department of Aviation and Oregon Department of Transportation (ConnectOregon) funding sources.

Knowledge of principles and practices of concession agreements including terminal concession management models; minimum annual guarantees (MAGs); Airport Concession Disadvantaged Business Enterprise (ACDBE) requirements; parking management agreement considerations; ground transportation revenue management; rental car concession and consolidated rental car facilities (CONRACs) agreement considerations; advertising agreement considerations; Fixed Base Operators (FBOs) and Specialized Aviation Service Operators (SASOs) agreement considerations; commercial development and other non-airline lease agreements; and land leases requirements under FAA regulatory authority.

Knowledge of principles and practices of airline use and lease agreements including FAA regulations including AIP grant assurances; FAA Airport Rates and Charges Policy; complaint resolution process; cost accounting and airline rate bases; rate making practices; facility use provisions in airline agreements; and the airline negotiations process.

Understanding of Federal, State, and local laws, statutes, and regulations related to the administration and management of city government; Oregon Local Budget Law, Generally Accepted Accounting Principles, State competitive bidding processes, City purchasing policies, and familiarity with contract law.

Ability to manage the Airport finances as an enterprise fund as well as maintain a balance between public budgeting laws and private business needs; analyze complex data and legislation for impact to Airport finances.

Project and Staff Management

Ability to communicate well both orally and in writing; prepare comprehensive reports and make effective presentations of complex financial and statistical information in a clear and succinct fashion.

Understanding of principles and practices of project management and complex organizations that includes municipal organization structure, functions, and operations.

Exceptional skill in selection, supervision, training, and evaluation of assigned staff.

Skill in establishing and maintaining cooperative working relationships with staff, tenants, and the public.

Periodic advancement through the salary range is dependent upon merit.
