The System Vice President (SVP), Facility Management will be responsible for transforming, leading, and overseeing the facility management operations of the full CommonSpirit Health (CSH) real estate portfolio. This will include the critical functions of facility maintenance, corrective maintenance, systems operations, compliance, and utility management; aligned to the specifics of each asset within our full Integrated Delivery Network (IDN), ambulatory, acute, post-acute – owned and leased. Collaborating and communicating with key verticals within the National Real Estate Services (NRES) platform, other national programs, and Regional, market, and local operating teams, will be foundational to the success of this role and program. The objective is to develop and operate an industry leading facility management and compliance program that sets the standards for operating efficiency, costs to operate, staff satisfaction, and sustainability.

This position will align the resources across all NRES and partner platforms to develop a high performance team that will deliver superior operating results across CSH. The SVP will develop staffing programs that address our aging work force through the development of unique academic partnerships, innovative training and apprentice programs, staff development and retention programs, developing industry channels, and increasing the national profile of CSH, NRES and the team within industry trade organizations. They will lead the transformation of the work force by introducing processes, tools and technology that enable efficiencies, reduce operational risks, and support the proper deployment of the systems limited resources.

The SVP will lead the development and deployment of Service Level Agreements (SLA) for the Facility Management program across CSH. This will include the creation of an evergreen master service agreement and the engagement of site level service agreements with each operating entity to govern finances/budget, services, and performance measures. This leader will be responsible for the development of individual site level annual operating budgets, and the aggregation of market, regional and national budgets representing the target annual operating performance of the facility management program. They will administer performance evaluations and will be responsible for meeting KPI measures for each location and the entire program; including financial measures, risk reductions, staff metrics, compliance results, and sustainability.

The SVP will partner with key stakeholders within NRES, partner organizations, and CSH corporate departments to develop the real estate and facility management data cube that will enable critical operational and optimization decision making. They will guide development of the Single Source of Truth platform, NRES dash boards, and data transparency required to engage stakeholders across the organization.

Responsibilities

  • Build a high performing team that combines existing team members, new hires, region/market resources, and 3rd party partners to effectively deliver the an industry leading facility management, engineering and compliance program across the entire CommonSpirit Health real estate portfolio.

  • Structure dynamic teams that solve problems and focus on adhering to the operating budgets and approved business plans / objectives.

  • Establish and maintain the leanest delivery structure and team possible to produce consistent results that will meet the organization’s annual and multi-year operating budgets and compliance requirements, while managing the operating risks of an aging plant.

  • Integrate the NRES support services platform and resources to leverage the facility management program, streamlining, and standardizing the FM operations; this will include legal, finance, communications, tools, technologies, procurement and contract support

  • Create a staff development program that addresses the transitions of an aging work force, first year turn over, and limited trained technical resources available across the industry. Focus on a multi-dimensional recruitment pipeline, the development of a CSH or Catholic Healthcare apprentice program, and in-house technical skills development to enable internal promotions.

  • Administer the professional development program that includes NRES evaluation and professional development tools, internal and external training programs, integration with 3rd party training and mentorship programs

  • Ensure staffing both CSH and 3rd party partners is maintained and aligned to proper facility engineering and technical staff gearing; limit open positions and turn over that drive increased operating costs

  • Implement and lead the Facility Management programs to decrease cost of service, reduce unplanned system / equipment downtime, and improve quality outcomes across CSH.

  • Responsible for performance and financial KPIs, required to achieve an industry leading program:

  • Financial – Operational cost per SF, Purchased services, Utility expenses, Lost revenue

  • Personnel – Staffing based on gearing, Openings / time to fill, First year turnover, Diversity ratios

  • Performance – Increased gearing, CM response time, Ratio of PM vs CM WO, WO time to close, Reduction of critical infrastructure ratings

  • Compliance – Accreditation survey findings, Preparations – WO and costs,

  • Administer localized non-facility management services necessary for successful CSH operations (i.e. EVS, food & nutrition, patient transport, etc) aligned around specific use cases approved by the SSVP NRES. Partner with the National System resources responsible for each program.

  • Develop and implement a Service Level Agreement (SLA) program for the entire CSH organization;

  • Create a master services agreement (modeled after other success CSH SLAs)

  • Develop a task order and services template

  • Ensure site/AU based contracting is implemented across the system by FY26 with annual renewal

  • Lead the annual budget development and individual site financial administration

  • Oversight of the SLA administration and KPI monitoring across the system

  • Develop the templates for monthly, quarterly, annual reporting; lead the quarterly business reviews with a focus on KPIs, financial monitoring, and process improvements.

  • Integrate facility management into the overall CSH compliance program, ensure environment of care (facility areas of responsibility) preparation and results across the full portfolio and all agencies.

  • Develop and maintain a technology program integrated within the NRES technology solution. Develop facility management focused dashboards within the NRES technology tool kit, enabling real time access to critical operating and performance data.

  • Select and maintain a system wide CMMS package that aligns to the comprehensive CSH and NRES objectives across all elements of the IDN real estate portfolio (Ambulatory, Acute, Post). Build and lead a high performing team to administer the CMMS program integrated into the facilities management platform.

  • Lead the Facility Management elements of the organizations Single Source of Truth. Ensure proper data collection, analytics and storage within the NRES and CSH.

  • Partner with the National Programs team for the implementation of the Infrastructure program; maintaining the ratings database, facilitating the facility conditions assessment program, implementing assigned projects (contracting, engineering, construction, and project administration).

  • Develop evergreen guidelines program operating requirements and playbooks focused on achieving best-in-class operating performance across each element of the IDN portfolio (Ambulatory, Acute, Post, and Support).

  • Create and maintain technical standards for utility and energy consumption, including standards for equipment performance, performance contracts, design, construction, commissioning, and cost savings verification.

  • Ensure effective utilization of the Operational Energy Efficiency Program by facilitating planning, energy benchmark review, and operations review, and reporting to ensure capital dollars are utilized in the most cost effective means.

  • Increase the visibility of conservation opportunities capturing both the financial and environmental impacts realized post implementation. Track the programs and lead the communication program with relevant operations stakeholders across the system.

  • Maintain subject matter expertise, leverage this through speaking and supporting other faith based systems as they seek to implement successful system wide programs or elements of our transformational / industry leading program. Learn from the mutual collaboration.

Qualifications

Required Education and Experience:

  • Bachelor’s degree in engineering, construction management, business, or related background is required

  • Master of Business Administration or Engineering with an emphasis in real estate or facilities will be considered valuable.

  • 20+ years experience with increasingly significant leadership and management responsibilities in facilities management, project management, or real estate administration with a primary healthcare focus.

  • In depth knowledge of the mechanical, electrical, and plumbing, conveying and envelop systems that support hospitals, ambulatory, post-acute and non-acute buildings

  • Demonstrated success in recognizing and implementing energy and utility conservation measures, specific to the healthcare environment.

  • Experience and knowledge of construction project phasing and disruption in an acute healthcare environment including HCAI requirements.

  • Demonstrated success in the implementation of large scale engineering programs with multi-site and multi-state delivery requirements.

  • Experience with negotiating and implementing energy driven performance contracts, Power Purchase Agreements

  • Experience leading the implementation of complex healthcare programs with significant scale and with appropriate degrees of complexity.

  • Demonstrated success in building and implementing multi-faceted engineering strategies for multi-site healthcare systems.

  • Facility management experience and an understanding of the regulatory and jurisdictional realities across multiple markets.

  • Understanding of the CA seismic program administered by HCAI and how this will influence the delivery of facility engineering programs, repairs and infrastructure projects

Required Minimum Knowledge, Skills, Abilities and Training:

  • Detailed understanding of the trends and issues impacting the healthcare industry including specific understanding of the “integrated continuum of care” models

  • Extensive experience in developing and leading high performing teams that include internal and external resources and firms

  • Extensive knowledge of central plant, and mechanical, electrical, and plumbing systems (design and operations) with the ability to understand the complex issues of healthcare operations (ambulatory, acute, post) and make decisions in a timely manner.
