Job Description

Position Summary:oversees the operational, financial, staffing, maintenance, development and construction activities of the facilities department.

Essential Accountabilities:

  • Oversees all small, medium and large-scale construction projects.

  • Reviews bids to ensure accuracy and cost. Reviews and processes payment applications.

  • Ensures that risk management policies are adhered to during all projects.

  • Collaborates with the Vice President of General Services on all development projects.

  • Provides input concerning budgetary matters of the department.

  • Directs contractors and vendors as needed.

  • Confirms that maintenance contracts for life safety equipment are up to date.

  • Oversees the maintenance of all facilities, residences and properties.

  • Ensures that the physical plant of the facilities are compliant and adhere to all regulatory agencies with jurisdiction over the agency.

  • Reviews state audits of all facilities and residences and ensure that any corrections required by the state are performed in an expeditious manner.

  • Ensures that all on-line work orders are processed efficiently and any life safety issues are addressed immediately.

  • Oversees all emergency work, including heating, gas, electric, plumbing, flood conditions as well as, snow removal and other weather related emergencies.

  • Handles personnel issues so that all residences and facilities have sufficient staff. Collaborates with VP of Facilities on all staff positions.

  • Reviews the environmental and vehicle checklists to ensure they are properly completed and that the issues noted on the checklists are addressed.

  • Oversees the development of policies and procedures for department.

  • Identifies capital projects that fall within funding parameters by OPWDD, OMH, and OASAS.

  • Reviews Fire department environmental, sanitation, building department, parking and traffic tickets.

  • Oversees the agency’s messenger services to ensure that they operate in an effective manner.

  • Oversees all equipment inspections to ensure that they are conducted in a timely fashion.

  • Conducts regularly scheduled meetings with both administrative staff and maintenance staff.

  • Acts as a liaison to other departments and collaborates on inter-departmental issues to maintain proper workflow.

  • Reviews staff documentation including performance appraisals, disciplinary reports, and time sheets.

  • Assists the Vice President of General Services in all aspects of department operations.

  • Provides outstanding written and verbal communication with staff, senior management, and outside entities.

  • Ensures positive leadership at all times.

  • Fosters an environment of caring, respect, independent decision making and self-confidence.

  • Responds to all requests from senior management.

  • Serves on agency committees representing the department.

  • Performs site visits as needed.

Qualifications

Bachelor's degree in administrative services or related field preferred. minimum five years supervisory experience. Minimum five years experience in management of facilities. ability to communicate and interact effectively with management and staff. knowledge of building codes and regulations for local and state municipalities. strong verbal and written communication skills. excellent time management skills and ability to multi-task and prioritize work. proficient computer skills, including Microsoft office or related software.
