SCOPE AND PURPOSE OF POSITION:
The Resident Counselor acts under the direct supervision of the Program Director and is primarily responsible for the overall counseling and case management of the residents.
Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Demonstrated ability to effectively provide counseling to persons with emotional and substance abuse problems.
Demonstrated ability to communicate effectively and work cooperatively with other staff and community professionals.
Demonstrated ability to assess, monitor and evaluate residents’ needs and progress in program, establish and implement and evaluate goal-oriented resident service plans.
Supervises assessment of residents, development, implementation and monitoring of resident services and discharge follow-up plans.
Provides supervision and in-service training to other staff in areas such as individual and group counseling techniques, crisis management, goal planning, assessment of residents and referrals, record keeping, discharge planning, etc…
Facilitates staff interaction, coordination of services and monitors regular evaluations of resident’s progress in program.
Works to coordinate facilitate and maximize utilization of other providers of services to residents.
Maintains relevant statistical data, supervises clinical records and assists with general evaluation and supervision of record keeping system.
Provide informal counseling sessions, groups and rap sessions with clients towards developing positive interpersonal relationships and self-concept.
Responds to crisis emergencies during on duty as well as off duty hours, as required.
Maintains and supervises professional practices with regard to resident rights and confidentiality.
Insures adherence to agency and state policies, procedures and regulations.
Encourages the development of independent living skills with opportunities for practical application.
Does oversee the development and training of newer staff members.
Serve as a member of the QA and UP committees.
Insures coordination of programming with primary counselor.
Serves as liaison to related community and human services groups.
Facilitates leisure time and recreational and skill development.
Performs any other related tasks as assigned.
Be on call when the Program Director is unavailable.
Teach all mandated trainings including tobacco addiction and HIV and AIDS lectures as mandated.
Resident Testing
Collect urine drug screen as instructed
Give regular breath tests as instructed
Document finding in the daily case notes
General Conduct
Avoid all power struggles with Residents
If help is needed to handle an issue, call the CASAC Staff or Program Director immediately
Report any incidents relative to general conduct to the CASAC Staff

Qualifications
SPECIAL SKILLS, CERTIFICATES, LICENSES, REGISTRATIONS:
Associate's degree (A.A.) from a two-year college or technical school, working to obtain CASAC Trainee then CASAC
Good communications skills.
A good understanding of alcoholism and drug addiction.
A strong willingness to improve self and to help others.
Must be familiar with and comply with all Federal Confidentiality laws or CFR-42
