Summary About the Position: Serves as a supervisory paralegal specialist within the Office of Counsel, District of Alaska, exercising discretion and independent judgment in the application of laws, regulations, precedents, and agency practices. Serves as member of office leadership team with District Counsel and Deputy District Counsel and is actively involved in office management fuctions such as budget, work-load management, and prioirity setting. Responsibilities Performs support for complex litigation cases; reviews claims, complaints, researches relevant legal principles; manages and coordinates case files and information between the District of Alaska, Pacific Ocean Division, and USACE headquarters. Responsible for discretionary activity in analyzing and evaluating tort actions filed against the Unites States and arising under the Federal Tort Claims Act Acts as Freedom of Information (FOIA) Officer and coordinator for all requests made under FOIA. Performs as a Government notary for the District; notarizes legal documents, administers oaths, prepares affidavits, and powers of attorney; witnesses the signing of legal documents, and attests to the identity of the signatory. Performs legal research in support of the District Counsel, Deputy District Counsel, assigned attorneys in Office of Counsel and other personnel within the District of Alaska. Exercises first-level supervisory responsibilities over a team of Paralegal Specialists and Administrative Support Assistants. Minimum Qualifications Specialized Experience: One year of specialized experience which includes: paralegal experience in 1) preparing letters, legal briefs, and summaries of analyses; 2) performing extensive and thorough legal research into the legislative history, precedent cases, decisions, and opinions to evaluate the relevance of and summarize information to assist in case preparation; 3) preparing legal documentation and other support materials for various areas of practice such as: contracts, labor and personnel, civil works, environmental, Freedom of Information Act, and the Privacy Act. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Attention to Detail Legal, Government, and Jurisprudence Reasoning Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. One year Supervisory probationary period may be required.
