There are no direct reports with this position.

POSITION SUMMARY:

Under minimal supervision, the Senior Cost Estimator plans and manages costing activities for federal proposals. Employees in this job class develop and manage their respective plans and processes to develop labor estimates, other direct costs (ODCs), materials, subcontractors, vehicle, and equipment capital costs. This job class requires comprehensive knowledge Base Operations Support (BOS) and Operations and Maintenance (O&M) projects and how to develop costing for those activities.

TYPICAL DUTIES:

    • Plans, organizes and manages estimating actions for creation of detailed costing packages for BOS and O&M projects across the full spectrum of work requirements from management staff, the trades, subcontractors, equipment and materials.
    • Manages compliance of the costing to the RFP to ensure it meets all contract terms, conditions and obligations.
    • Formulates comprehensive work breakdown structure to capture all tasks and activities. Documents all rationale and justification for the basis of estimate elements to ensure traceability to cost and technical narratives.
    • Must be able to formulate comprehensive work breakdown structure to capture all tasks and activities involved in a BOS or O&M project and document the rationale and justification for the basis of estimate elements to ensure traceability to cost and technical narratives.
    • Experienced in identifying subcontractor services and resources required in a BOS or O&M RFP.
    • Must be able to support current contracts as well as modifications and requests for equitable adjustments while providing estimates for additional work to be added to current contracts.
    • Must be knowledgeable of Federal Acquisition Regulations (FAR) pricing and costing requirements.
    • Participates in a variety of departmental and other meetings on a regular basis.

MINIMUM QUALIFICATIONS:

  • Ten or more years of experience in building maintenance and construction;

  • Ten or more years of experience in costing and estimating BOS and O&M projects for the federal government;

  • Must be able to develop bottom up basis of estimates that are fully compliant with government request for proposal (RFP) requirements;

  • Knowledge of departmental equipment including those used in the trades of electrical, plumbing, HVAC, and general carpentry;

  • Knowledge of refrigeration and boilers; electrical circuits and voltage; plumbing, and general carpentry; masonry and concrete applications and processes;

  • Computer literacy including skill to operate word processing, spreadsheet, Internet, and presentation software applications;

  • Ability to communicate effectively both orally and in writing; and to present information and respond to questions from vendors, customers, management, and others;

  • Ability to build effective working relationships with staff, customers, and others;

  • Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation;

  • Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations;

  • Flexibility to adapt to changing work priorities;

  • Demonstrated leadership, organizational, reasoning, and analytical skills;

  • Ability to travel to local facilities.

EDUCATION REQUIREMENTS:

A comparable combination of formal education and work experience will be considered.

PHYSICAL REQUIREMENTS:

 Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:

• Viewing computer screen/monitor

• Keyboarding

• Answering phone/making calls

WORK ENVIRONMENT:

Work is performed in a normal office environment with limited privacy and some exposure to background noise. Frequent travel is required.
