Job Description:

Under the supervision of the County Administrator and the policy direction of the County Commission, the Planning and Development Director is responsible for administering and enforcing the planning, zoning, subdivision, sanitary code and building code regulations of Butler County. This employee is responsible for updating the Butler County Comprehensive Plan and any revisions to zoning, subdivision, sanitary code and building code regulations.

Job Duties:

100% -

Appears in court as required.\ Approves, issues, maintains, and records building permits.\ Conducts inspections of land use to determine compliance with the provisions of the Comprehensive Plan, zoning and subdivision regulations.\ Directs and manages the updates to the Comprehensive Plan, zoning and subdivision regulations.\ Investigates land use history to determine if lots are legally created and properly registered.\ Maintains a supply of copies of planning, zoning, subdivision, and sanitary code regulations.\ Revises same to comply with State mandates.\ Maintains permanent and current records of zoning regulations.\ Oversees economic development activities for the county and engages the BOCC, County Administrator and other stakeholders on projects.\ Provides business contacts and visits to understand needs and how the County can provide support.\ Prepares departmental budgets.\ Provides technical assistance relating to zoning regulations.\ Receives, files, and forwards applications and records for all amendments, plats, and conditional uses to the planning agency.\ Receives, files, and forwards applications and records for all variances, appeals, and exceptions to the Board of Zoning Appeals.\ Researches and develops resolutions to County commission request.\ Serves as Secretary and staff to the Butler County Planning Board and Board of Zoning Appeals.

Knowledge, Skills and Abilities:

Planning & Development Director-

Ability to apply concepts of basic algebra and geometry.\ Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.\ Ability to define problems, collect data, establish facts, and draw valid conclusions.\ Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.\ Ability to establish and maintain effective working relationships with other employees, contractors, and the public.\ Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.\ Ability to interpret and apply existing and new zoning/sanitary code laws.\ Ability to interpret and work from plans, drawings, blueprints and diagrams.\ Ability to read and interpret engineering plans and sketches, and the ability to read and map legal descriptions.\ Ability to read and understand legal descriptions, operate sophisticated mapping equipment, and use a computer.\ Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.\ Ability to recall and apply large amounts of technical data and legal regulations.\ Ability to reliably and predictably carry out duties.\ Ability to review, read and interpret construction details and plans, keep detailed records and prepare reports.\ Ability to tactfully enforce codes, regulations and requirements.\ Ability to write reports, business correspondence, and procedure manuals.

Knowledge of zoning/sanitary code regulations, land use laws, city and county government and regulations affecting preparation of county resoluti ns.\ Skill in oral and written communication.
