Responsibilities Summary: The primary purpose of this position is: To serve as a Foreign Affairs Specialist (Foreign Disclosure Officer) providing foreign disclosure support to the 53d Wing. Performs all staff functions in the areas of foreign disclosure and international programs. Specifically, the employee reviews, evaluates, develops, and coordinates proposals and requests to disclose classified military information (CMI) and controlled unclassified military information (CUMI) to foreign governments and international organizations. The employee also authorizes disclosures of CMI and CUMI, within authority delegated to Eglin AFB, in support of complex bilateral and multinational programs involving 53d Wing mission data partnership agreements, foreign military sales, direct commercial sales, international cooperative research and development, and military and scientific exchange programs. Also serves as a security program specialist, assisting with information, industrial, and personnel security program functions in support of the Wing Staff Agency. Provides security program oversight for the 53d Wing. Duties: Serves as a Foreign Disclosure technical expert who plans, develops, and implements foreign disclosure policy and procedures while providing direction and guidance on assigned international programs and projects. Plans, develops, and implements foreign disclosure procedures to include the review and approval of classified and unclassified export-controlled documents, information and equipment for release and transmission to foreign governments, agencies, and representatives. Plans, develops, and implements foreign disclosure procedures and participates in the review, interpretation and documentation of USAF disclosure guidance, identification of shortfalls in the guidance, and creation of recommended modifications when necessary. Administers the Foreign National Visitor Program. Assists in implementing and administering the Information Security Program for the unit. Assists in implementing and administering the Personnel Security Program for the unit. Requirements Conditions of Employment Qualifications Conditions of Employment (cont.): Disclosure on the assigned international program(s) is accomplished in accordance with National Disclosure Policy (NOP- I), the International Traffic in Arms Regulations (ITAR), Agency Delegation of Disclosure Authority Letters (DDLs), DoD, Agency, and ACC regulations, and guidance from the Chief of the Foreign Disclosure Policy Office. This position has been designated by the Agency as a Testing Designated Position (TDP) under the Agency Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Agency, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Series 0130. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. OR EXPERIENCE: Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of applicable AFIs, DOD Directives, and related Agency policies, procedures, and goals; Knowledge of the wide range of concepts, principles, policies, and practices of the records management to analyze, interpret and apply complex laws, regulations and directives as it relates to National Foreign Disclosure Program; Ability to research, analyze and collate a wide variety of finished products in order that responses are accurate, operationally sound, and within US policy guidelines; Familiar with the products and operations of other agencies within the intelligence community, international treaty organizations, the responsibilities and tasks of DoD and the Services, as well as the Unified Commands; Aptitude for current political situations, perceptive judgments on anticipated developments, and the ability to take positive action under conditions which do not permit the more leisurely processes of coordination approval; Ability to communicate ideas both in writing and verbally, adjusting presentation to the level necessary, using discretion and diplomacy as the incumbent interacts with a diversity of individuals with special interests and concerns; Ability to analyze and resolve complex problems and issues where laws and regulations must be interpreted and applied; Ability to make informed recommendations and arrive at educated conclusions; Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls; Knowledge of a broad range of security program relationships, and expertise in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of AFI 16-201 and International Traffic in Arms (ITAR) principles and how they are applied to issues relating to Foreign Military Sales (FMS), Partner Support Complex (PSC), International Cooperative Programs (ICP), and Direct Commercial Sales (DCS) exports of defense equipment, technology, information, and services. Knowledge of a wide range of international affairs concepts, physical security requirements, and US foreign policy principles and practices, to include foreign military sales, technology transfer, and international cooperative programs. Knowledge of general Agency and specific foreign disclosure operations, politico-military affairs, as well as information and industrial security processes for classified material handling and general management practices. Ability to analyze problems, identify significant factors, gather, and interpret pertinent data, and apply established rules and procedures in order to recommend effective solutions. Knowledge and skill in developing, analyzing, and evaluating industrial and personnel security programs to meet mission requirements and improve the security program for the unit. Ability to communicate orally and in writing, clearly, concisely, and accurately and to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
