U.S. Air Force - Agency Wide Supervisory Instruction Systems Specialist - DIRECT HIRE AUTHORITY in Edwards AFB, California

In this position you will coordinate site operations of the DoD STARBASE program (a hands-on, minds-on 5-day STEM academy on Edwards AFB that serves underprivileged and underrepresented students across the Antelope Valley) and supervise the STEM education program for elementary/middle school children. Represents the local STARBASE site as area coordinator and technical advisor to local boards of education. Confers with the Deputy Director, 412th Test Wing Plans and Programs, in the development and implementation of STARBASE goals and objectives. In order to qualify, you must meet the Individual Occupational Requirements located here and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is to supervise a STEM education program for elementary/middle school children; knowledge of the methods and techniques of instruction and practical knowledge of program management. Run the STARBASE program, coach and develop staff, and do community outreach. KNOWLEDGE SKILLS AND ABILITIES: Knowledge of the principles, methods, practices, and teaching techniques of STEM curriculum for K-12. Skill in applying this knowledge to designing, evaluating, or revising lessons, materials, aids, methods, etc. Knowledge and skill to develop a substantial amount of STEM information and produce original material incorporating different developments, approaches or specialized fields of knowledge. Knowledge and skill to serve as a resource consultant and advisor to program administrators and subject matter personnel. Skill in providing advice, guidance, and authoritative consultant services throughout the organization on matters pertaining to the specialty field. Knowledge of cost-estimating procedures in order to estimate cost for program operations and classroom curriculum delivery. Knowledge of instructional techniques in an elementary and/or middle school setting at the level of eligibility for teacher certification. Knowledge of local school district operations and procedures in order to provide a more cooperative working relationship. Knowledge of management skills needed to successfully operate a STARBASE program. Knowledge of effective Marketing Skills needed to better promote the STARBASE program in the local community, military base, and school districts. Desired Skills: Demonstrated history of successful teaching in a K-12 classroom. An active teaching credential. Desired graduate degree (Masters, Ed.S, Ed.D) in an education discipline is preferred. Must provide copies of official Bachelor's transcripts (include Masters, EdS, or Doctorate's if applicable). Knowledge of NGSS, CTE, and ISTE standards. Skill with developing and coaching teachers. Knowledge of management skills needed to successfully operate a large-scale education program.
