Acquisition Analyst IV / Program Manager – Edgewood, MD
Xcelerate Solutions is seeking a senior Program Manager and Acquisition Analyst to support the Joint Program Executive Office (JPEO) for Chemical, Biological, Radiological, and Nuclear Defense (CBRND). In this role, you will provide acquisition, business, and logistics expertise to aid the Government in the oversight and management of CBRND programs under the purview of the JPEO-CBRND in addition to providing oversight and management of the geographically dispersed operational team and the various requiring offices, including the HQ, JPEO-CBRND and subordinate elements such as the Chief of Operations, Chief Information Officer, Foreign Military Sales, and Advanced and Emerging Threat Defense teams.
Location: Edgewood, MD; on-site
Clearance: Top Secret w/ SCI eligibility
Responsibilities:
Work within managerial systems, funding processes, and other activities to promote program progression and success
Maintain awareness of organizational program execution and milestones, as well as their strategic impacts
Work at senior DoD levels to stimulate customer alliance for portfolio, program, and project support
Assist in developing and executing trade-off analyses to support optimization of capabilities
Provide technical acquisition strategy support to leadership
Work with disparate functional groups and team members to understand, analyze, execute, and communicate solutions to overcome challenges and mitigate cost, schedule, and performance risks
Monitor project schedules to ensure proper resources and risks are recognized and mitigated
Draft, review, staff, file, and update a variety of documents
Develop/deliver senior-level presentations and briefings
Oversee / lead / direct team of approximately 15-20 CBRN-knowledgeable staff in execution of program efforts
Minimum Requirements:
Required: Bachelor’s degree
Required: 10+ years’ aggregate experience
Required: 6+ years’ DoD Acquisitions related experience
Required: Possess extensive working knowledge of Chemical, Biological, Radiological, and Nuclear (CBRN) operations
Required: Demonstrated experience/knowledge/relationships with and of the Assistant Secretary of the Army Acquisition, Logistics, and Technology (ASA(ALT)), Office of the Assistant Secretary of Defense for Nuclear, Chemical, and Biological (OASD NCB) , Joint Requirements Office (JRO) , and Deputy Under Secretary of the Army for Test and Evaluation ( DUSA T&E ) organizational structures and relationships
Desired: Defense Acquisition University (DAU) Program Management (Advanced) Certification
Desired: Masters of Business Administration (MBA)
