Summary The primary purpose of the position ls to perform administrative, evaluative, and technical work with the Associate Chief of Staff Education (ACOSE) Designated Education Officer (DEO) for the full spectrum of health professions trainee education and others associated with a complex healthcare system. This includes upper-level Durham VA Healthcare System (DVAHCS) management, affiliate schools, affiliate hospitals, VA sponsored trainees and trainees from academic affiliates. Responsibilities Major duties include but are not limited to: Responsible for the preparation, review and monitoring of the Durham VA Healthcare System (DVAHCS) health professions training budget which is in excess of $15M yearly. Reviews and monitors expenditures and obligations within the training budget including multiple fund control points for Education Service and academic affiliate disbursement. Provides technical and administrative supervision to Academic Affiliations Coordinators and learning Specialists. Researches and analyzes data submitted by clinical and non-clinical services for reports compiled for the OAA and other governing bodies such as the Medical Center Executive Committee and the Academic Affiliate Partnership Council. Develops recommendations and proposals for projects and studies which typically requires knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. Reviews and prepares correspondence with internal and external agents such as the Executive Leadership Team of the Durham VA Healthcare System (DVAHCS) the OAA and academic affiliates. Responsible for gathering information, identifying and analyzing issues and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. Developing the overall systems concepts for the resource management systems data bases, providing input on state-of-the-art systems design, defining new information requirements and developing procedures and formats for timely and accurate reporting. Gathering information, identifying and analyzing issues and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting and the application of qualitative and quantitative analytical techniques that frequently require modification to fit a wider range of variables. Establishes performance standards and evaluates the performance of subordinate staff, makes determinations on grievances, recommends training, and approves leave of subordinate staff. Coordinates collation and tracing of input from services; works with other services toward completed reports; prepares and supports others as required to assure the accuracy and timeliness of reporting mandated by governing, accrediting and affiliated bodies. Incumbent works closely with all services to implement revisions or work processes or interrelated functions to ensure appropriate actions are taken regarding health profession trainees, either sponsored by the VA or by an academic affiliate. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness or organizational productivity. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying advanced management and organizational principles and practices; comprehensive knowledge of budgeting, administrative and health system operations in the VA setting; compliance with rules, regulations, and guidelines; and managerial skills in the supervision of staff/direct reports and administration of a multitude of programs. Conducting studies, analyzing findings and making recommendations on substantive programs (e.g., Health Resource Contracting, Without Compensation (WOC) and Paid Residents, process management, etc.). Knowledge of creating, maintaining and implementing an internal audit system to ensure that all educational services, sections and programs are functioning within their allocated budgets. Selective Placement Factor. The Selective Placement Factor (SPF) for this position is: Experienced in preparing project papers and staff reports and skilled in organizing and delivering briefings to community stakeholders, facility chiefs and program leaders, the Executive leadership and others to encourage understanding and acceptance of findings and recommendations. Experience in pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area of work. Experience in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. * Preferred Experience: Determines pertinent issues and collects relevant information from a variety of sources with different reporting requirements and formats, carefully cross-checks, analyzes, and interprets data to obtain accurate and reliable information. Works with a variety of external contacts, including associated universities and other academic affiliates; affiliated program directors, coordinators and fiscal managers; the educational offices of external affiliates as well as their trainees and employees. Works with a variety of internal contacts throughout the medical center and outlying training sites to ensure compliance with educational policies, fiscal responsibility and administrative procedures. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, carrying of light items or driving of an automobile. There is light physical activity including pushing, pulling, reaching, stooping and climbing stairs. Fieldwork may involve traveling to meetings and sources of ·information. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Will require travel to other office locations within the DVAHCS, VISN 6, Office of Academic Affiliations (OAA) and the academic affiliates. Will require travel to national conferences such as the Office of Academic Affiliations (OAA) conference and possibly the Accreditation Council for Graduate Medical Education (ACMGE) national educational conference.
