Position Overview

Primary Function of Organizational Unit

The primary purpose of the comptroller’s unit is to manage the accounting, financial reporting and treasury functions of the University. This unit also provides appropriate internal and external financial reports to all requisite entities that must be reported to, in a timely fashion, with a high degree of accuracy.

Primary Purpose of Position

The primary purpose of this position is to serve as principal deputy to the Vice Chancellor of the Division of Administration and Finance in developing and implementing key strategic initiatives for the division, as well as serve as the primary advisor to the Vice Chancellor on a range of accounting, budget, financial, and business operations issues.

Required Knowledge, Skills, and Abilities

Qualifications for the position include substantial experience in administration and financial management within a university setting; demonstrated record of cooperative, ethical, team-oriented leadership-extensive experience; demonstrated record of progressive, successful management and administration of budgets, personnel and business (e.g., contracts, technology resources, and HR); understanding of, or willingness to learn, State of North Carolina policies, procedures, laws and shared governance; sensitivity and commitment to equal opportunity and diversity in working with both internal and external stakeholders, including students, faculty, staff, and the community, and; demonstrated ability to maintain, negotiate, and strengthen relationships with a wide range of internal and external constituencies, including all levels of administration, faculty and staff, and external entities.

Successful candidate must have effective written and oral communication skills, high ethical standards, high level of integrity and confidentiality, and a commitment to fairness and equity in the workplace. A Master’s Degree or equivalent in business, administration or related discipline is required. A Certified Public Accountant (CPA) with at least seven years of senior level experience in a university setting is strongly preferred.

Primary Responsibilities and Duties

Function Administrative

Describe the specific tasks and responsibilities related to the function.

The Associate Vice Chancellor (AVC) for Administration and Finance reports directly to the Vice Chancellor (VC) of Administration and Finance and plays a critical leadership role as the principal deputy to the Vice Chancellor. The AVC will support the VC in developing and implementing key strategic initiatives for the division, as well as serve as the primary advisor to the VC on a range of accounting, financial, and business operations issues.

Under the general direction of the Vice Chancellor, the AVC for Administration and Finance is responsible for a staff of more than 35 employees to include 5 direct reports in the areas of general accounting, financial reporting, debt­ management, accounts payable, student accounting, and travel. The AVC’s responsibility includes oversight of the preparation of financial statements in accordance with generally accepted accounting principles (GAAP), as well as preparation of various financial, budgetary and statistical reports for the Chancellor, Vice Chancellor and other members of the University’s executive leadership team, allowing them to make informed decisions in support of the University’s mission.

Function Administrative

Additionally, the AVC will provide leadership for the division in the role of the Internal Control Officer. As the Internal Control Officer, the AVC will ensure that internal controls and processes have been designed and implemented to enhance effectiveness and efficiency of operations, reliability of financial reporting, and compliance with laws and regulations, as required by the State Controller’s office. The AVC will also be responsible for ensuring the successful completion of the annual Internal Control Certification, as well as working with the University’s Internal Audit Office on areas of risk and other reported matters.

Function Administrative

A key role of the AVC is to lead various special projects and initiatives aimed at optimizing key financial and business processes (through increased automation and implementation of new and innovative business models) in order to improve the customer service and efficiency of Administration and Finance.

The position requires the AVC to work closely with campus senior leaders, UNC System Office, and the greater campus community to improve the strategic management of the University’s financial and operational resources. Also, the AVC can represent the Vice Chancellor on committees and additional project assignments, as designated.
