The State Highway Administration's (SHA)Office of Materials Technology (Anne Arundel County)is currently recruiting for aMaterials Management Systems Team Leader (Transportation Engineering Manager I)position. Nature of Work:The purpose of this position is to provide leadership and management for the overall operations of the Materials Management Section. This position will be responsible for developing and maintaining the computerized Materials Management System (MMS), a series of enterprise and local databases that integrate all materials related functions used on administration projects. The functions and scope of the system includes to documenting of the materials general quality assurance (QA) process, materials utilized for specific work items, material sources of supply/project supply chain tracking, contractors performing the work, and project specific material QA records.

The MMS Team Leader will develop strategic plans to improve the electronic systems and integrate new technologies as well as tactical plans to deliver the proposed enhancements. The MMS Team leader is also responsible for the management of data processing, data quality assurance, data analysis, and report generation of all data housed within the MMS database. This position is a bridge between the engineers and technicians in the Office of Materials Technology, software developers and project engineers from the Office of Information Technology.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Seven (7) years of experience in professional engineering.

Selective Qualification:Three(3 ) years of the required experience must have involved developing information technology (IT) solutions related to material quality assurance, material testing, and/or data reporting.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Knowledge of information technology (IT) computer programming, database management and/or project management philosophies in support of highway engineering and construction projects.
  • Knowledge of material quality assurance principles, and material testing standards, specifications, and/or methods in construction projects.

Notes: 1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

  1. Possession of a master's degree in engineering may be substituted for one year of the non- supervisory experience.

  2. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Licenses and Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland.
