POSITION SUMMARY: 

Reports to the Chief Human Resources Officer and/or Deputy Chief Human Resources Officer.  Manages the recruitment and onboarding of new DOC staff members, acting as a liaison between the DOC and Human Resources.  Coordinates  DOC policies and procedures, prepares divisional reports, and adheres to compliance reporting requirements for State and Federal Authorities.  Works closely with the DOC and Human Resources on employee relations matters. 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Maintains confidentiality at all times regarding all aspects of Human Resources/Department of Corrections information.
  • Manages DOC recruitment efforts, including but not limited to job fairs, open house events, testing, and community events.
  • Demonstrates a thorough knowledge of Human Resources/Department of Corrections practices, policies, procedures and applicable laws, union bargaining agreements, regulations or standards which guide operations. 
  • Acts as the lead administrator of Power DMS.  
  • Acts as a liaison between the DOC and Human Resources with regard to staffing related concerns and employee matters while functioning as the HR Business Partner for the DOC. Recommends, counsels, and advises on a myriad of employment actions including investigations and disciplines. Provides support with employee/management counseling & coaching. Works closely with the Administrative Lieutenant on these matters. 
  • Provides analysis and collection of data for development of staffing plans as required by Title 37, as well as other activities including research to support the administration (i.e., retention, diversity, inclusion, etc.).
  • Maintains a variety of databases for the purpose of report and analysis, as directed, and prepares reports as required.
  • Performs other duties as assigned.

QUALIFICATIONS REQUIRED:

  • Bachelor's Degree (preferable in Business, Criminal Justice, or HR) or a combination of education and relevant experience is required.  Experience related to Corrections or law enforcement is also required.
  • Knowledge of divisional operations, current legal processes and trends as they relate to Corrections.
  • Knowledge of employment laws, recruitment, and employee relations.
  • Excellent communication, organization and writing skills.  
  • Ability to work independently as well as within a team framework.
  • Ability to analyze and interpret information and data as well as standards. 
  • Proficient computer knowledge of Microsoft Suite is required.  Experience with Power DMS and OMSe is highly desired (certifications preferred).
  • HRIS experience in Lawson and Kronos preferred.
  • Must have the ability to adapt to technological innovations.
  • Must maintain a valid driver's license and have reliable transportation with appropriate insurance, as local travel is necessary.
