POSITION SUMMARY:
Position is responsible for analyzing business processes for several business units and guiding their subsequent improvement using both automated and manual resources as appropriate. Coordinates cross-functional project teams in the execution of technology projects. Also performs project management duties on a regular basis. (60% business analysis/40% project management).
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Acts as primary client liaison between IT and assigned County business units.
- Advises and works collaboratively with assigned business units in analyzing business processes and identifies solutions to improve their operational efficiency and effectiveness. Proactively identifies, documents and resolves potential problem areas for current and future development.
- Meets with each assigned business unit on a regular basis. Produces meeting minutes and communicates findings to IT Management
- Communicates business unit issues, needs and changes expeditiously to IT Division and suggests solutions to issues as appropriate.
- Actively markets services of IT Department to its clients.
- Establishes and maintains positive business relationships with assigned business units.
- Develops trend information to assist in determining which assigned business units are most in need of technology or business process improvement.
- Understands technology being used to run the business and be able to make recommendations as to its most effective use.
- Keeps the business units apprised of new enterprise technology developments.
- Provides expert technological guidance to business units during the budgeting process.
- Inspires client confidence in IT Department's ability to provide a high level of quality service.
- Actively promotes and utilizes established project management methodology and best practices.
- Assists business units in determining the anticipated business value to be derived from a specific project. Helps in establishing appropriate measurements and reporting mechanisms to ensure that the anticipated business value is achieved.
- Works throughout the IT Division to drive process and methodology improvement.
- Ensures others within the IT Division understand the business needs and that the ultimate solution meets the business requirements.
- Communicates project goals, impacts and status updates to project teams and all members of the IT Division team.
- Promotes and fosters team building principles by effectively engaging the right resources at the onset of all projects.
- Works with business units to develop Requests for Proposal (RFP's) and other forms as appropriate.
- As required, manages and negotiates with vendors and consultants.
Continuous education in relevant areas of the position (Project Management or Business Analysis).

- Bachelor's Degree or equivalent experience.
- Minimum five (5) years of relevant IT experience.
- Knowledge of the ITSM framework.
