Your Specific Responsibilities :

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. The incumbent will perform primary duties and responsibilities related to the oversight of Public Health Accreditation (PHA), Performance Management (PM), Quality Improvement (QI), Strategic Planning (SP), Workforce Development. Incumbent’s main responsibilities will be to lead the department in its QI, Accreditation and SP efforts and to align local efforts to the State Office in the areas including but not limited to PHA, QI, PM, SP, Workforce Development and Customer Service. Duties include, working closely with DOH-Miami-Dade Administrator, Senior Leaders and/or designees to identify alignment from the local level to the State Office in order to meet the requirements for Public Health Accreditation, and plans developed by the State Office. Incumbent will ensure the organization has a SP, Quality Improvement Plan, Workforce Development Plan and will periodically review such plans to ensure department needs are properly being identified and met.

Leads efforts in conducting a department-wide Culture of Quality assessment for the department to identify opportunities for improvement as it relates to sustaining a Culture of Quality within the department. Uses results of Quality Assessment and State guidance to inform the writing, deployment and tracking the local Quality Improvement Plan to ensure local efforts are aligned to the State’s Quality Improvement Plan.

Facilitates all steps of the Strategic Planning process under the leadership of the DOH-Miami-Dade Administrator by working closely with, Senior Leadership and key staff to gather, analyze, prioritize and select strategic goals for the department. Ensures Senior Leaders and champions of each key strategic objective monitor and share progress toward accomplishing the SMART Goals during monthly Performance Management Council meetings. Ensures implementation strategies are aligned at the local and state level. Works closely with the DOH-Miami-Dade Administrator to set the Agenda for monthly Performance Management Council Meetings and to ensure progress of each department-wide plan is reviewed and shared with leadership and key staff. Acts as a Co-Chair for the Performance Management Council in DOH-Miami-Dade.

Oversees system activities of program and special projects such as Accreditation efforts. Duties related to Accreditation include developing a methodology to collect documentation and assisting in collecting and verifying the accuracy of documentation submitted by the programs/units; seeking answers to questions regarding conformity with the standards and measures, and providing opportunity for discussion and further explanation. Responsible for developing and tracking the action plan produced by the PHAB board and providing annual reports required by the PHAB Board.

Represents the department and Administrator to local, state, and federal officials and key stakeholders to the advantage of the department, Administrator and the public health profession. Functions as liaison between Administrator, academic, local DOH programs, government, and community partners.

Represents the Director/Administrator at meetings to furnish or obtain information on matters that concern the Director/Administrator of the health department Provides leadership to build relationships crucial to the success of the organization and manages a variety of special projects for the CHD Director and Deputy Directors, some of which may have organizational impact.

Works closely and effectively with the CHD Director and Deputy Directors to keep them well informed of upcoming commitments and responsibilities, following up appropriately. Develops and articulates policy, goals, mission and objectives of the County Health Department in conjunction with the Administrator and/or other senior staff members. Works with Administrator to formulate current and long-range programs and plans.

Researches, prioritizes, and follows up on incoming issues and concerns addressed to the CHD Director and Deputy Directors, including those of a sensitive or confidential nature. Determines appropriate course of action, referral, or response.

Provides a bridge for effective communication between the CHD Director's office and Deputy Directors’ offices and internal departments; demonstrating leadership to maintain credibility, trust and support with senior management staff.

Assists in conducting daily and complex organizational and administrative activities. Coordination and facilitation of staff meetings. Provides meeting summaries and action plan matrices for follow-up. Provides coverage and back-up for administrative operations; provides support for incident commander during emergency operations.

Oversees the customer experience at the agency by aligning operations to customer needs and works to improve the end-to-end experience of customers. Gather, monitors, and analyzes data trends related to customer satisfaction and shares information and provides recommendations to the CHD Director/Deputy Director and Senior Leadership Team. Collaborates with teams across the agency to better understand customer needs and ensure consistent customer experiences through innovation. This can include processes for external website, phone call experience, footprint ticket system to track comments, inquiries, complaints and compliments. As well as strengthen the agencies customer experience abilities and process to ensure alignment with state guidance’s.

Promotes efficiency and effectiveness by fostering organizational performance excellence and continuous improvement through the ongoing and systematic review of department-wide plans, business results and identification of opportunities for improvement.

Coordinates/ Promotes the systematic use of the PM Model across all program areas under span of control of the CHD Administrator; and assists the department in the development of applications related to the evaluation of the department’s implementation of the PM model. Also ensures the development of staff knowledge in the PM Model concepts.

Serves as the liaison between the DOH-Miami-Dade and the State’s Division of Public Health Statistics and Performance Management to ensure local efforts related to Strategic Planning, Quality Improvement and Workforce Development are aligned to State and PHAB level requirements.

Oversees the DOH-Miami-Dade Volunteers (Chapter 110) and Interns Program. Provides guidance on recruitment efforts, and monitoring of internal records. Oversees Volunteer/Intern initiatives within the agency and successful onboarding processes as well identifies opportunities for improvement. Supports engagement and identifies collaboration opportunities with clinics under the Volunteer Health Care Provider program.

Communicates with all team members regarding the progress of department-wide plans by designing a quarterly department-wide progress report which is published on the intranet and shared via email; also provides Performance Management and QI orientation for any new problem-solving workgroups that are formed. Works closely with the Workforce Development and Training Committee, Employee Satisfaction Committee.

Incumbent also serves as a member in the Southeast Regional QI Council and multiple other continuous improvement teams, workgroups and committees including the Customer Focus Workgroup, Performance Management Council and Workforce Development and Training Committee, and others; Assists in keeping SharePoint sites and other resources for such groups current and relevant as needed.

Assist on the development and deployment of surveys pertaining top training needs and workforce development; analyze results and provide recommendations to address findings.

    Qualifications :

    Minimum –

    Experience preparing and delivering presentations and trainings to large audience, experience developing and reviewing strategic documents such as Performance Management Plans, Workforce Development Plans or Agency Strategic Plans.
