Specialized Experience: One year of specialized experience which includes experience 1) Planning, programming, and budget administration. 2) Applying related laws, regulations, policies, precedents, methods and techniques of planning, programming, budgeting and execution. 3) Planning, programming, and funds control for various types of funding (e.g. Operations and Maintenance (OMA), Counter Narcotics (CN), Defense Security Cooperation Agency (DSCA), and other contingency funds. 4) Tracking requirements, plans, and budgets through financial systems, comparing obligations and expenditures with budget estimates, and measuring the effect of deviations on the achievement of target goals. 5) Developing systems, methods, and procedures for the financial management of directed programs and reimbursable work, to include a wide variety of funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
