Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Financial Management Experts to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a senior financial management analyst, accounting and budget disbursement, with responsibility for planning, programming, budget formulation, presentation, and execution. Apply financial management principles, theories, and techniques to independently perform system development efforts, system maintenance, organization, financial and management resources for application to the USSOUTHCOM Debit Card Program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes experience 1) Planning, programming, and budget administration. 2) Applying related laws, regulations, policies, precedents, methods and techniques of planning, programming, budgeting and execution. 3) Planning, programming, and funds control for various types of funding (e.g. Operations and Maintenance (OMA), Counter Narcotics (CN), Defense Security Cooperation Agency (DSCA), and other contingency funds. 4) Tracking requirements, plans, and budgets through financial systems, comparing obligations and expenditures with budget estimates, and measuring the effect of deviations on the achievement of target goals. 5) Developing systems, methods, and procedures for the financial management of directed programs and reimbursable work, to include a wide variety of funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
