Team Submarine’s Submarine Program Offices are responsible for :
The acquisition of COLUMBIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).
The acquisition of VIRGINIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).
The SSN(X) Office is responsible for the acquisition and design of the future fast attack submarine and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the future submarine. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, and horizontal payloads and salvo rates.
You must be able to obtain a Secret clearance.
Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
Serco-NA is seeking a motivated individual to provide help to the SIB/MIB Director in PEO SSBN/ASN-RDA by standing up programs and engaging with Suppliers within Industry in aspects related to Metal Additive Manufacturing to include Laser Powder Bed Infusion, Power Directed Energy Deposition, Electron Beam Wire Directed Energy, Wire-Arc Directed Energy Disposition. This individual will assist in engaging with suppliers within the maritime industrial base on matters related to Additive Manufacturing to include scanning, methods, metallurgy, certification, and subtractive manufacturing to produce parts that will be used on submarines and surface ships. In this capacity you will demonstrate expertise in how additive manufacturing, concepts, procedures, and machinery can lead to more efficient and productive manufacturing in the Maritime Industrial Base with an emphasis on how to address obsolescence parts or those that can be manufactured more efficiently than perhaps casting. The primary focus will be in support of submarine suppliers, but your efforts will benefit the broader maritime industrial base. This position will be filled remotely within the continental United States. You will work out of your home or travel to engage with suppliers . In this role, you will:
Assess the Submarine/Maritime Industrial Base in its adoption of metal additive manufacturing and develop an understanding of the overall requirements and challenges faced by submarine suppliers.
Interface with M/SIB suppliers to understand their industrial environment, equipment, and integration of additive manufacturing.
Provide daily program, analytical, and acquisition management support to senior level executives.
Work with multiple stakeholders across the region to expedite evaluation, determine critical areas, and assess how to fund SIB efforts that produce optimal return on investment.
Work with the SIB team which is spread across the United States and is focused on workforce development/marketing, supply chain/sustainment, and technology developments.
Work closely with submarine shipbuilding suppliers to address critical workforce, supply chain, and manufacturing issues they face.
Evaluate projects and initiatives including capital projects that will increase throughput capacity in the maritime industrial base.
Develop relationships with local and regional workforce and economic development organizations.
Draft information papers in response to Congressional inquiries.
Provide input to Report to Congress regarding M/SIB spend goals and associated return on investment.
Travel to regional entities to meet with local stakeholders and suppliers about additive manufacturing techniques.
You must be able to obtain a Secret clearance.
Qualifications
To be sucessful in this role, you will have:
Minimum 4-year degree in a hard science or engineering discipline
5-7 years' experience.
Experience with metal additive manufacturing
Experience with project or program management
Proficiency with Office Suite (excel wizard preferred)
Proficiency in technical writing
Can demonstrate with
A peer reviewed publication
ASTM or similar specification
Sample of a technical report
An understanding of the industrial manufacturing ecosystem is essential.
Desire to learn the above skill sets in a fast-paced work environment where the product is required to be extremely high quality to protect the lives of people that use these products.
Ability to work with people (“people person”), assess situations, and develop recommendations and solve problems that promote the “big picture” and make an impact that assists many, not one.
Experience/knowledge of the maritime/submarine industrial base is a plus, although not necessary.
Experience supporting submarine acquisition, maintenance, maritime industry, or operations is a plus.
Project management experience, although not necessary.
Experience conducting Data analysis and presenting results.
Outstanding communication skills, both written and oral. You will be interacting with industry and senior leadership.
Customer-oriented team player focused on mission who is self-motivated and driven who can work independently and remotely.
Ability to obtain a Secret clearance.
Approximately 10% travel.
In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is 109,087.51 to 177,266.91; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
